According to the OIB, “The culture of repression very little questioned“of Belgium therefore does not prove itself.”We don’t really consider that the Belgian model is more effective, it’s more a question of political will and populism I think.” Moreover, “the sordid news items which regularly mark the news are each time an opportunity to enhance the use of the penal model. However, when we increase the use of the penal system, we do not necessarily increase proportionately the number of agents and social support. It is therefore pure confinement without any particular support measures.

Support which is nevertheless one of the keys to fighting against recidivism. The OIB is however intended to be reassuring, it is very difficult to compare the recidivism rates of countries with each other since each has its own way of calculating it (measures, periods, groups of people concerned), however if we broaden the parameters at the maximum (any conviction after release from prison), we realize that recidivism rates are approximately the same throughout Europe.

The INCC, the National Institute of Criminalistics and Criminology, does not currently have precise statistics on recidivism. However, these should be published in the coming months.
