The European Union’s Commitment to Supplying Munitions to Ukraine: Challenges and Progress

Although it had committed to delivering one million munitions to Ukraine before the arrival of spring, the European Union will not succeed in meeting this objective. An observation made this Tuesday by German Defense Minister Boris Pistorius. “The million will not be reached, we must assume it,” he admitted, before going to a meeting of Defense Ministers of the 27.

So far, the EU has supplied around 300,000 artillery munitions to kyiv, drawing on its stocks. On the sidelines of the German minister’s explanations, the head of European diplomacy Josep Borrell noted that some 40% of European production is intended for export. And this, to around thirty countries other than Ukraine. “What we need to do is try to divert this production to (our) priority which is Ukraine, that would represent a considerable change,” he said.

If these announcements can be seen as an acknowledgment of failure, European Commissioner for the Internal Market Thierry Breton stressed that European production capacity has increased “by almost 20 to 30%” since February. If Germany is to be believed, the objective of producing more than a million munitions per year should be achieved in the spring.
