”The presence of the terrorist in Belgium and Schaerbeek was known to the Foreigners Office (EO), but was never communicated to the municipality, nor to its local police department. In fact, when he enters Belgium, he submits an asylum application to the EO, to which he declares an address. It seems that no verification has been made of the reality of this residence or whether he is alone or accompanied (it appears that he has a daughter, registered nowhere!).”
”The OE therefore registered it in 2019 in the National Register at an address in Schaerbeek, without ever notifying the municipality, nor without notifying it of this request for domiciliation, to ensure, as for any Belgian, that an investigation of domiciliation policy. It is once once more the Immigration Office which removes it from the National Register in February 2021. Again without warning the local authorities!”
”In March 2021, his asylum request was refused and an Order to leave the territory, an OQT, was prepared. But without a known address, it cannot be served to him since the OE struck him off without trying to find out what happened to him or where he had gone. Nor without notifying the local authorities once more.”
“Afterwards, we are surprised that this gentleman is in nature,” thunders the Schaerbeek resident. “On what basis did the OE deregister him when he still seemed to have a presence in Schaerbeek? (And all this, still without contact or transmission of information to local authorities!) There are therefore failures in the registration of asylum seekers, in the transmission of information to local authorities and in the monitoring of dangerous people by the OE. These failures are all the responsibility of federal government services. I demand the resignation of Ms. Nicole De Moor (and the opprobrium of Sammy Mahdi), her predecessor.”
Bernard Clerfayt’s message echoes Minister De Moor’s exit early this morning. It implicitly denounced the responsibility of the municipality of Schaerbeek. “The alleged perpetrator initiated an asylum procedure in our country in November 2019. He received a negative decision in October 2020 and disappeared from the radar shortly following. He was officially removed from the national register of the municipality on February 12, 2021 and therefore might not be located in order to organize his return. He has never stayed in a Fedasil reception center. He was never presented by the police following an interception at the immigration office to allow his return. Because of this, the order to leave the territory, which was issued in March 2021, might never be issued.”
