The Limits of Trump’s Regime Capture Strategy from Venezuela to Cuba

The United States government arrested former Venezuelan President Nicolás Maduro during a military raid on January 3.

The operation has served as the catalyst for a shift in U.S. Foreign policy, with the Trump administration reinstating regime change as a primary instrument of statecraft. This move marks a departure from the president’s previous campaign rhetoric, in which he criticized the military interventions and perceived excesses of his predecessors.

The administration is now utilizing the capture of Maduro to establish a new model of “regime capture.” By removing the head of the Venezuelan state through a direct decapitation strike, the administration has moved to transition the country from a regional adversary into a compliant partner. This rapid conversion of Venezuela’s political structure is being viewed within the White House as a successful proof of concept for neutralizing hostile governments without the need for long-term occupational forces.

Internal policy shifts indicate that the administration intends to replicate this strategy in other states identified as revisionist. The focus has expanded to include other nations in the Western Hemisphere, specifically Cuba, where the administration seeks to apply similar pressures to dismantle the existing government structure.

The strategy relies on the premise that the swift removal of a central leader can collapse a revisionist state’s ability to resist U.S. Interests, allowing for the installation of a government aligned with Washington. This approach contrasts with the “maximum pressure” campaigns of previous years, moving from economic sanctions toward direct kinetic action to achieve political outcomes.

Diplomatic officials in Havana have not issued a formal response to the developments in Venezuela, while the National Security Council has not disclosed the specific timeline for potential operations targeting other regional actors.
