The metropolis of Lyon is betting on the “fight against non-recourse”

A fortnight ago, the “Full employment” bill proposed by the government was toughened by the Senate. The majority voted, among other things, for the “commitment contract” which imposes 15 hours of integration activity to receive the active solidarity income (RSA) as well as the suspension of the payment of social assistance (of 607.75 euros per month, for a single person) if the recipient does not respect his commitments.

So many measures that had convinced Stéphane Troussel to withdraw Seine-Saint-Denis from a test of these devices in several territories in France. The PS president of this department had judged that this reinforced support for RSA beneficiaries was in fact a way of “reducing social rights and stigmatizing the poorest”, he reacted once again to 20 Minutes. “What is also problematic is that the bill is being voted on while the experiments have only just begun. [mi-mai] and should last until the end of 2024,” he adds.

“It’s people first”

Without Seine-Saint-Denis, there are only three left territories “in test”, including the metropolis of Lyon. “We said to ourselves that it was better to get on the boat and prove that by putting the means, we could support the service providers in a better way”, explains Emeline Baume, vice-president of the metropolis (EELV), in charge, among other things, of the social and solidarity economy.

On the debate of the “RSA under conditions”, the positioning of the metropolis remains clear despite the vote of the Senate. “For us, it’s 15 to 20 hours of support and no activity. It’s people first, she says. We have a policy to fight against social exclusion and to improve rights. What matters to us is that the person can have access to everything they can claim and regain their place in society. »

Since mid-May, 1,300 beneficiaries from Givors and Grigny, two towns that have suffered from deindustrialisation, have benefited from this enhanced support. “The first feedback shows that the slot from 2:30 p.m. to 4 p.m., Tuesday or Thursday, is the one for which people travel the most to attend the information-orientation meeting (RIO)”, notes the elected official. For this experiment, the community agrees to offer a meeting in physics within fifteen days after the request from RSA against three months in the usual process.

Trend beginnings in two months of experimentation

“The number of people who went to these meetings increased by 30%, exclaims the vice-president. We simply made calls rather than sending an e-mail and left the choice to the recipients. Another novelty: the complete analysis of the rights to which the beneficiary can claim. “The Sytral, the Caf… All the actors are present to check that the service providers have the aid to which they are entitled, she insists. We are really in a position to fight against non-recourse ”. In two months, 60% of the opening of rights for public transport subscriptions has been achieved.

“It is thanks to the creation of social worker positions that we obtain these results,” says Emeline Baume. Jobs that have been created thanks to the government envelope of around 720,000 euros. “The real debate around full employment is knowing how far the mobilization of public money and social investment will go. And so, how is the government going to allocate so many resources after the end of these experiments, in all the living areas in need? “, she concludes. On the whole of the metropolis, nearly 45,000 people are on the RSA, in Seine-Saint-Denis, there are 100,000 recipients.

The debates in the National Assembly will take place this fall.
