Breaking News: State Duma Proposes Increasing Scholarships to Subsistence Minimum
Moscow, Jun 25 – RIA Novosti. Deputies of the State Duma from the LDPR, led by the chairman of the State Duma Committee on Social Policy, Yaroslav Nilov, will submit a bill to increase the size of state scholarships to the subsistence minimum per capita in Russia. This move aims to ensure that students can live adequately while pursuing their education.
Key Points of the Proposed Bill
The bill, which is at the disposal of RIA Novosti, proposes that the size of state scholarships for students, graduate students, interns, and assistants studying full-time at the expense of federal budget allocations cannot be lower than the subsistence minimum per capita in Russia. The current minimum academic scholarship for university students is 2067 rubles per month, while for students of secondary vocational education, it stands at 539 rubles.
Current State of Scholarships
The document clarifies that as of September 1, 2024, the minimum state academic scholarship for university students is 2067 rubles per month, for students of secondary vocational education – 539 rubles, a state social scholarship for socially unprotected students in universities – 3104 rubles, and 809 rubles in colleges.
However, the current scholarship amounts are insufficient to meet basic living needs, as highlighted by the Higher School of Economics. More than half of the students combine study and work, which can negatively impact their academic performance and quality of education.
Implications for Students and Education
The adoption of this bill will ensure that students can obtain scholarships at a level adequate to modern realities, thereby improving the quality of education in Russia. The current scholarships are seen as inadequate and do not meet the basic living needs of students, making this proposal a significant step forward for educational support.
“The basic scholarship in Russian universities today is still perceived as a mockery of economic realities. A year ago, in February 2024, the Ministry of Education and Science sent recommendations to universities to secure the amount of academic and social scholarships at the level of a no less living wage. However, this initiative has not yet gone beyond the recommendations,” the explanatory document notes.
Future Outlook
This proposal comes at a critical time when the government is considering various measures to support students and improve the educational system. The bill’s adoption will not only benefit students but also enhance the overall quality of education in Russia.
The Higher School of Economics emphasizes that this initiative will allow students to focus more on their studies, thereby improving academic performance and retention rates.
