The annual reports of Freedom House, a US think tank, offer depressing reading material: For 17 years the number of liberal democracies, which had skyrocketed after 1989, has been falling again. But the latest report also offered a glimmer of hope: “The struggle for democracy may be reaching a turning point,” the authors wrote. Because almost as many states extended political rights and freedoms last year as they restricted them. “Events show that autocrats are not infallible, and their errors offer democratic forces a chance.”
