General (r) Jesús Armando Arias Cabrales, in an interview with the director of SEMANA, Vicky Dávila, in June of last year, spoke of the possibility that the Petro Government would withdraw his decorations, a decision that finally came to fruition after the issuance of a decree by the Ministry of Justice, this January 15.

“At the time, the Government recognized me with a decoration for my distinguished services in public order, with my promotion to major general, backed by a corresponding decision by Congress. Subsequently, I received the trust of the Presidency and military commanders until I became commander of the Army. So, there is no legal and real basis for that decision to be made,” said Arias Cabrales, in that interview.

Regarding what those decorations meant in his life, Arias Cabrales added: “They mean the fulfillment of duty and, above all, the sacrifice, dedication and dedication of those who were my subordinates at that time.”

Faced with the possibility that they would be withdrawn, as happened, the general (r) had said: “If they are legal decisions, we were taught from the Military School that they are fulfilled. We never go against the law, that has always been our position and, for that reason, we wear the uniform and give our lives and even our family itself.”

In any case, Arias Cabrales recognized the pain that that decision would cause him. “Of course. “It is one more injustice that is added to this prolonged sentence of 35 years.” The retired military man faces a sentence for those who disappeared during the retaking of the Palace of Justice.

The general (r) also maintained that this decision could set a precedent for other retired military personnel. “Of course, they would be interfering in the decisions of the institutions and commanders that grant these recognitions by withdrawing them.”

The withdrawal of the decorations was carried out after responding to a request from Helena Urán Bidegain, daughter of the assistant magistrate of the Council of State, Carlos Horacio Urán, whose lifeless body appeared on the first floor of the Palace of Justice when the operation of recovery. Urán’s relatives maintain that there is sufficient evidence to infer that the magistrate left the building alive, accompanied by a group of soldiers, and was then executed.

The decision was adopted after exhausting the dialogic stage of “rehabilitation of the trust-building process”, where a full and definitive clarification of the truth was expected. Precisely, it was through this dialogic judicial procedure that the accredited victims referred to the damages caused, asked about the reasons why their relatives were accused, demanded to know the truth and asked for clear answers. That is, they explained to the appearing party their specific demands for truth and responsibility.
