They advocate a dual training model that generates high job qualifications in Paraguay

Asunción, IP Agency.- The Minister of Labor, Mónica Recalde, proposed rethinking the dual training model that Paraguay has to move towards one that allows high job qualifications.

This was emphasized during the presentation of the report “Current and perspective of Dual Training in Paraguay”, a document that is based on Recommendation 208 of the International Labor Organization, on quality dual training learning in Paraguay.

The document was presented by the Ministry of Labor, Employment and Social Security (MTESS) and the National Labor Training and Training System (SINAFOCAL), during an event that included ILO experts, representatives of the Ministry of Education, businessmen and Workers.

Recalde maintained that dual training is not an internship, but rather has components for the person to professionalize at the highest level, to respond to requirements for highly qualified labor in the labor market.

He referred to the need for a solid regulatory framework for dual training, which our country lacks; in addition to highlighting the relevance of discussing between the State, workers and employers the due responsibilities for the application of this model.

The Minister of Labor highlighted above all the need to include young people in the labor market, to adequately complement investments in the country’s productive sector.

For his part, Alfredo Mongelós, general secretary of the National System of Training and Labor Training (SINAFOCAL), mentioned recommendation No. 208 of the ILO, which establishes quality apprenticeships and the search for new figures that allow young people or seeking people of the first job, have the professional qualifications and experience to be incorporated into the workforce.

Challenge in Paraguay

He highlighted that in Paraguay, the challenge entrusted by President Santiago Peña and the head of the Ministry of Labor is the generation of 500,000 jobs, which must come hand in hand with vocational training, he pointed out.

Regarding the Paraguayan dual model, he highlighted that it has been implemented in different ways. On the one hand, the Ministry of Education and Sciences, the National Professional Promotion Service and private companies do it, each in an isolated manner.

He maintained that the message of the report presented today is to seek a unified model, in order to establish what the legal framework is and what the areas of competence of each one are, which allows working as a team, expressed Alfredo Mongelós.
