Last January, two men were detained by officials of the Bolivarian National Guard (GNB, militarized police) in Maturín, Monagas state (east), for their “alleged responsibility in trafficking 42 tons of pipes” belonging to PDVSA, according to the Public Prosecutor’s Office, which later charged them with the crime of “trafficking strategic material.”
