The procedures for moving the concrete block began yesterday. During the week excavation was carried out in the surroundings. “With a crane an attempt was made to load it onto a truck. It was possible to carefully flip the block and see the bottom and that’s when the parts of three transformers appear”, informed the legal assistant Julieta González, in dialogue with “Vos al aire” by RÍO NEGRO RADIO,

“The burial was quite shallow, it was not in contact with water,” he said.

He added that the soil below the block was also sampled on Thursday and noted that it was sent to a specialized laboratory to analyze “to see if there was migration of PCBs, which were supposedly inside the workers.”

He reported that the concrete will be transferred to Añelo to a final disposal site for hazardous waste and “to be able to split it, open and remove the transformers and assess it.” He said that they are working together with the Undersecretary of the Environment.

“In principle, today we are facing an irregular situation that is the burial of transformers that can lead to an administrative sanction if they do not have PCBs, but if they do, we are already talking about hazardous waste and we are talking about a possible violation of Law 24051 and that has a criminal sanction”.

He explained that the sanctions, in case the presence of PCBs is confirmed, “criminal responsibility is personal.” He recalled that in addition, if the presence of the dangerous substance is verified, “part of the legal obligation is to remedy the environmental damage.”

The prosecutor lawyer indicated that it was a neighbor of Plottier who alerted the Justice to the presence of transformers that were buried.

“Before starting to dig, we went to the administrative headquarters of the cooperative and asked what happened to the transformers that had declared to the Province that they had them in their power and could not say what had happened and that is why it begins to gain credibility. the complaint, ”he explained.

He specified that in 2012, the cooperative declared that it had six transformers with PSV, in the Province. “Since 2012, all traces of these transformers have been lost, so our line goes from that year to the present.”
