The object? The increase in taxes on alcohol envisaged by the executive, which arouses an outcry among Bordeaux winegrowers. An increase in taxation would aggravate an already degraded economic situation, argue the forty-four signatory deputies. A week earlier, it was to the Minister of Health, François Braun, that a first message had been sent, in order to find “balanced solutions”. The two ministers referred to the budget discussions in the fall. Without knowing that, a few weeks later, it would be Thomas Cazenave himself who should defend the measure in the hemicycle, as the new Minister of Public Accounts.

Change of costume, change of perspective. Since the secretary general of the Elysée, Alexis Kohler, called him to offer him the post of Gabriel Attal appointed to education, the Bordeaux elected official, aged 45, has regained his budgetary reflexes. “There is no sustainable social model if public finances are not kept”, he hammered Friday, July 21, from his office on 5e Bercy floor, when he was setting up his cabinet.

This finance inspector may be a veteran of the house, where he spent fifteen years, he finds her at the most complex moment of the five-year term. Gabriel Attal was the “Minister of Purchasing Power”, Thomas Cazenave wants to be “the Minister for the recovery of public finances, the financing of the ecological transition and our public services”. Two objectives that he hopes to reconcile, France having, in his eyes, “two debts: climate debt and financial debt”. From September, he will have to defend in the hemicycle the public finance programming law, which traces the budgetary trajectory of the five-year term until 2027, and which the executive failed to have adopted last year. Before continuing, alongside Bruno Le Maire, on a finance bill (PLF) 2024, which promises to be as financially and politically strained in an assembly without an absolute majority.
