Debating the sanitation of public administration calls out to us its major dysfunctions and weaknesses which prevent it today from becoming a truly modern administration of excellence serving the State, citizens and imperatives. of development. Made synonymous with rigidity, slowness and bureaucracy, public administration is today experiencing a profound malaise, in the absence, for years, of a clear desire for its modernization and change. Currently, we can easily affirm that our administrative system is in danger due to several determining and penalizing factors, accentuated in particular by the absence of a strategic vision and an adapted economic model, the failure of economic, administrative and financial, the marginalization of qualified human resources, the corruption which weighs on the activities of public administrations, thus encouraging all forms of deviance, making certain activities inaccessible, with permanent discontent among Tunisian and foreign citizens and economic operators. Therefore, faced with this situation which constitutes a real plague in the management of public affairs, and in the evolution of public administration, in-depth reflection deserves to be undertaken, with the definition of bold and profound actions, and this, around a truly innovative multidimensional project. It is time to act to safeguard and rebuild our public administration, the main pillar of state institutions. The State must, above all, make its digital transformation by accelerating the digitalization of administrations in order to establish the notions of transparency, efficiency and good governance.
