Time account model for teachers continues to be popular

The time account model for teachers is being used to an increasing extent. In 2022/23, educators at federal schools (AHS, BMHS) saved around 740,000 teaching hours through overtime; conversely, they used around 113,000 teaching hours in the form of time off. At compulsory schools, hours equivalent to around 220 full-time equivalents were saved and almost 50 were reduced through exemptions or payouts.

The time account comes from the time of discussion about increasing the teaching obligation under ex-Minister of Education Claudia Schmied (SPÖ). In the end, this didn’t come, but the time account was part of a package of measures to realize savings. Since 2009, teachers have not only been able to have overtime paid out, but instead have been able to “save” it as a time credit in full or at a certain percentage.

These credits can then be used in the form of an exemption from teaching obligations to the extent of between 50 and 100 percent in a school year. To put it simply: If you work two hours of overtime a week for around ten years, you can stay at home for a year or, if you work one hour of overtime a week, you can reduce your teaching obligations by half for a year. The prerequisite for redeeming credit is that you have reached the age of 50 and, in principle, that you have hired a replacement worker. If any credit balances are not used by the time you retire, they will be paid out.

The 740,000 teaching hours saved by federal teachers in 2022/23 correspond to the equivalent of almost 1,000 full-time positions. For comparison: In the first year of 2009/10, only 120,000 hours were transferred to the time account. In 2016/17 there were 361,000, almost half the value in 2022/23.

The development was somewhat different for state teachers: in some years there was even a slight decrease in the number of newly saved hours. What both groups of teachers have in common is that significantly more hours are currently saved per year than are used through time off.

Only teachers under the “old” employment law are able to use the time account – the circle that is eligible for use is therefore decreasing (since 2019, employment has only been carried out under the “new” employment law, note)
