Since Hamas came to full power in the Gaza Strip in 2007, various Israeli governments, mostly led by Benjamin Netanyahu, have tried to keep the terrorist organization in check without occupying the densely populated area themselves. The army shelled suspected Hamas positions and repeatedly entered the coastal strip to destroy tunnels through which militants might enter Israel. Not only terrorists were killed, but also numerous civilians, which caused protests around the world.
