In recent years, Tongxiang Municipal Bureau of Justice has innovated and developed the “Fengqiao Experience” in the new era, integrated the concept of “integration of three governances” into people’s mediation work, gave full play to the basic role of people’s mediation in the diversified resolution mechanism of conflicts and disputes, and focused on improving the prevention of conflicts and disputes. Resolving the actual effect, creating a “Tongxiang model” for people’s mediation work in the new era, providing a basic guarantee for the city to accelerate its construction into a digital civilization pioneer city, a vanguard of common prosperity, and a new highland for the Red Boat Party to build.
1. Concentrate and strengthen infrastructure construction
Improve the mediation organization at the city, town, and village levels, form a main body pattern for mediation of conflicts and disputes with the municipal people’s mediation committee as the leader, the town (street) people’s mediation committee as the support, and the village (community) people’s mediation committee as the basis, and strive to expand the industry. In the field of professional people’s mediation organizations, people’s mediation organizations have been established in the fields of transportation, labor, property, and medical care. At present, there are 376 people’s mediation organizations of various types in the city. The construction of the mediator team has been strengthened, and a large number of advanced figures such as “National Model People’s Mediator”, “National People’s Mediation Expert” and “Zhejiang Provincial People’s Mediation Expert” have emerged. Strengthen guarantees and incentives, implement people’s mediation work “replacing compensation with rewards”, and fully mobilize the enthusiasm of mediators to mediate conflicts and disputes.
2. Overall development and smoother collaboration
Improve the working mechanism of the “three coordination and linkage” of people’s mediation, administrative mediation, and judicial mediation, and give full play to the cohesive and interactive role of such mechanisms as police, lawsuit, prosecution, and interview. To further deepen the “police-debug docking” mechanism, the Wutong Street People’s Mediation Committee established a “police-debug connection” work demonstration site in the Wutong police station studio, and the Zhendong police station studio (Laoquan Mao Mediation Studio) further extended its tentacles, in Zhendong community, Chengnan Village has set up mediation sub-offices, and in 2021, more than 2,300 disputes will be resolved through “police and investigation docking”. Continue to promote the “two-way dispatch” mechanism for litigation and mediation, and focus on promoting the resolution of disputes before litigation. The governance of litigation sources has achieved remarkable results. The number of pre-litigation and mediation cases increased from 394 in 2018 to more than 3,100 in 2021.
3. There are many bright spots, and the brand creation is more in-depth
Strengthen the building of the people’s mediation brand, take the word “harmony” as the essence and the concept of “achieve harmony, reach reconciliation, and achieve harmony”, create a work brand of “one meter mediation”, further extend the tentacles of mediation work, and cultivate nine songs and one harmony. There are a number of personal brand studios such as studios and twist mediation studios. From the point of the brand to the regionalization of the brand and the localization of the town, a number of regionalized mediation brands such as Tudian Town “bench court”, Puyuan Town “Hometown Gangbang Group”, and Shimen Town “Paddy Field Management” are created. At present, there are 24 Tongxiang-level brand studios in the city, of which 7 are rated as Jiaxing-level brand studios, and 2 are rated as provincial-level gold medal mediation studios.
