The meeting participants discussed current issues of social policy of the Komi Republic.
The head of the Komi Republic, Vladimir Uyba, spoke about plans for the construction of healthcare facilities, pointing out the need to organize affordable and high-quality medical care. “In the healthcare sector, the regional government is carrying out a comprehensive update of infrastructure, improving and modernizing medical facilities throughout the Republic,” he emphasized.
According to Vladimir Uiba, five medical facilities are planned to be built and put into operation in the Republic this year and next, while the construction of a number of other facilities requires federal support.
Members of the Federation Council Committee proposed to include in the draft resolution of the Federation Council “On state support for the socio-economic development of the Komi Republic” a number of recommendations to the Government of the Russian Federation, including on co-financing activities for the construction of the Republican Infectious Diseases Hospital. It is also recommended to consider the inclusion in the state programs of the Russian Federation of the construction of ski resorts in the city of Syktyvkar and in the urban village of Zheshart, Ust-Vymsky district, a sports and recreation complex, a new building with 200 beds for the Letsky boarding school, as well as a clinic building and a perinatal center in Syktyvkar.
During the meeting, the Federation Council Committee recommended a number of federal laws for approval by the upper house of parliament, including a law on clarifying the terms of payment for overtime work.

“At the same time, the provision remains on the possibility of compensating overtime by providing additional rest time,” the senator indicated. The legislator also emphasized that the new provisions of the law will not be the basis for the employer to revise the conditions established by the collective agreement, agreement, local regulation or employment contract before the date of entry into force of the Federal Law.
The Federation Council Committee recommended that the Chamber approve the law on the legal regulation of the preparation and holding of the international competitions “World Friendship Games”. Financing of the events will be carried out from the federal budget, the budget of a constituent entity of the Russian Federation, the local budget, targeted deductions from gambling transferred to the organizer of the sports competition, as well as from other sources not prohibited by the legislation of the Russian Federation.

According to Igor Kastyukevich, a member of the Federation Council Committee, a young specialist is considered a citizen under 35 years of age who has completed his studies, who is getting a job in his specialty for the first time, including those who have work experience obtained during the period of study. “At the same time, a young worker will be a Russian citizen under the age of 35, who has a work experience of no more than three years, regardless of education and qualifications, and who does not fall under the criteria of the “young specialist” category,” the senator explained.
The parliamentarian reported on the consolidation of the law, according to which, if persons classified as “young specialist” and “young worker” have the right to guarantees, benefits, compensation or other payments arose before the date of entry into force of the changes, then such persons can implement in the manner in force before the amendments entered into force.
