Towards the creation of an international network of national human rights implementation and reporting mechanisms in Asunción

Asunción, IP Agency.- The Paraguayan capital is preparing to host, next week, the second international seminar on national mechanisms for implementation and reporting on human rights, less than 16 months after the one held in Marrakech.
The principle of creating this international network in 2024 appears in a joint commitment adopted by Morocco, Paraguay and Portugal, on the occasion of the celebration in Geneva of the 75th anniversary of the Universal Declaration of Human Rights.

The seminar, which will take place on May 8 and 9 in Asunción, will bring together experts from around the world to examine the role of national mechanisms for the promotion and protection of human rights.

This seminar continues the work started at the first seminar in Marrakech, which culminated in the adoption, in December 2022, of the “Marrakesh Declaration”. This document underlined the importance of creating and consolidating similar mechanisms for the implementation, preparation and monitoring of human rights reports.

The meeting aims to establish an international network of these national mechanisms, which was one of the main recommendations of the “Marrakesh Declaration”.

In Morocco, the interministerial delegation for human rights, in coordination with its counterparts from Paraguay and Portugal, has been working on the preparation of an architectural project for this international network, with the intention of presenting it for discussion in Asunción with a view to its adoption.

This initiative coincides with Morocco’s presidency of the UN Human Rights Council for the year 2024, through the Kingdom’s permanent representative to the United Nations in Geneva.

The creation of such an international network aims to institutionalize cooperation, partnership, dialogue and exchange of knowledge and experiences between national implementation, reporting and monitoring mechanisms in the field of human rights.

These national mechanisms are a key tool to coordinate the preparation of information, the promotion, monitoring and implementation of human rights commitments at the country level.

The meeting will be structured around plenary sessions and group discussions that will address topics such as the management systems of different types of national mechanisms; the identification of opportunities for cooperation and technical assistance for the exchange of experiences; strengthening civil society participation; and include local governments and legislative bodies in the implementation of human rights recommendations.
