Travelers Settlement Controversy: Lack of Anticipation Causes Harvest Loss in Perwez Meadow

Nearly a hundred caravans of Travelers settled in part on his field, this Sunday, August 27. The owner of the land located behind the Perwez recyparc contacted the editorial staff to describe the situation and denounce what she calls a lack of anticipation by the mayor: “Travellers have already come to our meadow last year. past and there are about a hundred this time. The problem is that the harvest is lost in this meadow. It is our livelihood. In 2022, they said they would come back and the mayor did not absolutely did not anticipate the problem. Nothing was put in place…”

However, this is not the version of the mayor, Jordan Godfriaux, who gives us the history of four months of talks. “In May, I had contact by e-mail with the mediation center for Travelers. Following this, I contacted Mr. Charpentier, the representative of Travelers who come to settle in the east of Walloon Brabant – Jodoigne, Ramillies, Perwez – for years.”

The bourgmestre offered to organize an interview, in his office, with the person in charge. “At the same time, I met a few farmers and landowners to find a solution. One of them answered me positively. I invited him, at the beginning of June, to my office, in the presence of Mr Charpentier We agreed, financial compensation was provided for the farmer who lent his meadow.”

The parcel of the latter is close to that of the lady of which we spoke here above and these two parcels are separated only by a ditch.

“I asked my administration to transpose the verbal agreement into an agreement. The farmer came to sign it, but not Mr. Charpentier.” The latter, adds the mayor, explained his absence from the appointments by unforeseen events each time.

“The agreement was not respected”

“I was contacted by Mr. Charpentier several weeks ago. They thought they would come at the beginning of July but postponed their arrival twice, because of the weather conditions. The second time, they were afraid of getting bogged down given the state of the meadow, waterlogged. I could understand, it had been raining for three weeks. I suggested that they wait for the weather to improve. And it happened. Mr. Charpentier therefore announced that they would arrive on August 25 .”

The agreements made were still valid, the plot was still free despite the date change. “They finally arrived on Sunday August 27. We were contacted by the police zone, who went there, alerted by neighbors. But, when we had reached an agreement on 30 to 40 caravans, as last year there were twice as many.” And the caravans settled on the two plots. “Me and the administration, we did everything within the rules, assures Jordan Godfriaux. But the agreement was not respected. It’s complicated to do something…”

“He told me the damage was already done…”

The mayor added that he had been contacted by the husband of the lady who owned the first plot: “I told him that it was possible that we would wait until Monday, when the police will be in number, to go there and try to dislodge them, but it won’t be easy because the numbers in the East Walloon Brabant zone are what they are. He cut me off and told me that the damage was already done, that the damage had already been done and that “He wanted to negotiate compensation with the occupants. I offered to play the role of mediator, as I had already done last year…”

Contacted, Manuel Étienne Charpentier replied that he was willing to discuss to find a solution. “And he apologized for having arrived with more people than expected. But I still pointed out to him that he had not respected the agreement, that it was not pleasant neither for the owners nor for Me.”

That’s not all. “The owner has contacted the police on several occasions, adds the mayor. According to the police, Madame and her husband have divergent points of view. The general manager of Perwez has also received an e-mail from the owner saying that the Commune had done nothing, whereas we have been in contact with Mr. Charpentier and with the farmer, who owns the other plot, with whom we have an agreement for months. The owner announces that she wants to file a complaint. We are quite calm, because we have done everything to make it work. The general manager replied to her e-mail, she is informed in broad outline of the exchanges that I have had for months. We have redoubled our caution because the travelers hadn’t told anyone last year. And Madame had been threatening during the first meeting last year…”
