President Trump has significantly reduced the staff of the National Security Council during the lead-up to military operations involving Iran, according to estimates from three sources cited by CNN. The council’s personnel count was slashed from roughly 200 members down to less than half that total.
Influence of White House Insiders and Close Allies
According to four second-term administration veterans interviewed by CNN, the staff reductions were made in part at the behest of far-right conspiracy theorist Laura Loomer, who alleged that the council contained personnel lacking sufficient loyalty to the president.
Instead of utilizing the broader federal network of experts typically housed within the NSC, Trump has leaned heavily on close allies such as national security adviser Marco Rubio and envoy Steve Witkoff for strategy debates.
Administration Defense of Interagency Coordination
White House spokesperson Anna Kelly defended the administration’s coordination process in a public statement.
“The NSC is more effective and responsive to the President’s priorities than ever before,” Kelly said, adding that relevant entities including the Departments of War, State, Energy, and Treasury, along with the Central Intelligence Agency, were fully involved in planning and executing Operation Epic Fury.
A Sharp Departure in the 2025 National Security Strategy
Unlike the consensus-driven documents typical of past administrations, the 2025 NSS was largely the work of Michael Anton, according to analysis from Carnegie Endowment scholars.
The document marks a sharp departure from previous frameworks by omitting references to universal human rights in favor of the “God-given natural rights of American citizens,” signaling a shift toward national sovereignty and a pushback against international bodies. While Anton has since departed government service, the document outlines an administration posture emphasizing targeted executive action, exemplified by the U.S. seizure of Venezuelan President Nicolás Maduro.
Defense Procurement and Operational Speed
As the administration structures foreign policy through a streamlined advisory system, military planners continue to manage operational assets across defense sectors spanning drone warfare capabilities, cyber operations, and naval shipbuilding programs. While officials maintain that multi-agency coordination remains active across military and intelligence departments, the contraction of traditional bureaucratic layers has altered the speed and formulation of major national security decisions.
