A public data campaign launched by the Ministry of foreign Affairs (MFA) in late December 2024, aiming too guide Bulgarians through the US visa application process, has experienced a sudden halt. The campaign, which initially featured acclaimed Bulgarian actress Maria Bakalova, was abruptly suspended and all related materials, including footage starring Bakalova, were removed from online distribution channels.
Social media profiles created for the campaign, hosted on the Viza Academy Initiative website, have also been deleted. Though, the website itself remains active.
Sources reveal that filming sessions with Bakalova, intended to extend the campaign’s reach, have been canceled.Despite the MFA’s assurances that the campaign continues, the production company, Intermediate Station, has confirmed that it is indeed currently on pause.
“The campaign is in pause,” a representative from Intermediate Station explained to Dnevnik. “We have already initiated talks with other prominent figures to participate, as we are obligated to fulfill our commitment to the Foreign Ministry. However, so far, all potential candidates have declined.”
The Campaign’s Objective
The primary goal of the Viza Academy campaign was to educate Bulgarians seeking US visas for business or tourism purposes.By providing insights into the application process and emphasizing the importance of meticulous documentation, the campaign aimed to reduce common errors that frequently enough lead to visa denials. The Ministry anticipates that a decrease in visa refusal rates could contribute to Bulgaria potentially securing visa waiver status.
Initially, the campaign was planned to run through March 2025. The MFA maintains that the initiative is progressing according to the terms outlined in its contract with Intermediate Station.
“The MFA information and teaching campaign continues to be implemented in accordance with the terms and clauses of the contract signed with the contractor,” the Ministry stated.
“In the course of the campaign, all proposed products, channels, and distribution schedules are co-monitored by the contracting authority and the contractor in terms of their effectiveness, and are subject to change and processing when necessary to achieve the goals of the campaign.”
Backstory and Procurement
The Viza Academy campaign was initiated by the Ministry of Foreign Affairs in September 2024. At the time, Dimitar Glavchev held the position of Foreign Minister, whose successor, Ivan Kondov, oversaw the campaign’s launch.
the MFA issued a public procurement tender worth BGN 333,300 seeking a company to develop and execute the campaign. Two companies submitted proposals: APRA Interaction Agency and Intermediate Station, owned by producers Andrei Arnaudov and Ivan Hristov.
The selection committee, comprising five members, awarded the contract to Intermediate Station, who scored 93.8 out of 100 points, surpassing APRA’s score of 55.9 out of 100.
The campaign faced an unexpected setback when the footage featuring Maria Bakalova, a prominent figure in the campaign, was abruptly removed from platforms. While the MFA asserts that the campaign continues, the production company has confirmed a temporary pause.
Bulgarian citizens seeking guidance on the US visa application process may find continued updates and information through official channels of the Ministry of Foreign Affairs.
Maria Bakalova’s Visa Campaign: A Marketing Success or a Political Misstep?
Earlier this year, Bulgarian actress Maria Bakalova became the face of a government-run campaign aimed at increasing the number of Bulgarian citizens obtaining US visas. The campaign, orchestrated by the Ministry of Foreign Affairs in collaboration with the US Embassy in Bulgaria, ignited controversy due to the actress’s rising international profile and the timing of its launch, raising questions about its intended political messaging.
A Strategic Choice: Capitalizing on Bakalova’s Star Power
Andrei Arnaudov, a prominent media figure from “Intermediate Station,” defended the decision to feature Bakalova, stating, “If a visa fall campaign is being made for Bulgarian citizens, who is more appropriate than the most famous Bulgarian woman of all time in the US, an Oscar candidate and perhaps the only one that has come to such a huge recognition.”
Arnaudov emphasized the campaign’s goal of helping Bulgaria reach the 3% visa approval target, promoting both personal and business opportunities.“This is also useful for business,” he added, highlighting the potential economic benefits of increased visa issuance.
Bakalova’s Perspective: A Commitment to Her Homeland
Bakalova’s management agency,Key Academy, released an official statement explaining the actress’s participation in the campaign. They underscored an actor’s obligation to contribute to society and stressed Bakalova’s dedication to assisting her homeland. “This is the reason why she accepts the invitation received in September 2024 to participate in a project of the Ministry of Foreign Affairs, aimed at raising the awareness of Bulgarian citizens of the visa application procedure and to make information about these procedures more widely And easily accessible to humans,” the statement declared.
Further emphasizing the campaign’s non-political nature, Key Academy clarified that the photos were taken before the Bulgarian and US elections and after coordination between Bulgarian and american administrations. They also noted that Bakalova’s involvement exclusively focused on domestic communication channels and did not extend to international diplomatic activities.
The Controversy: Blurred Lines and Public Perception
Despite the agency’s clarification, the campaign’s launch sparked debate about its political intentions. Critics argued that using a prominent actress known for her hollywood connections could be perceived as an attempt to garner favor with the US government, potentially at the expense of Bulgarian sovereignty.
“We have agreed to make this campaign because it is extremely significant for the country to reach those 3% and fall visas to the united States.
- This is also useful for business,” the producer saeid.
The Maria Bakalova visa campaign serves as a case study in the complexities of public relations and the risks associated with aligning a prominent individual with government initiatives. While the campaign undoubtedly succeeded in raising awareness about the visa application process, it also highlighted the importance of openness, clear communication, and careful consideration of public perception.
Moving forward, governments and organizations partnering with public figures should strive for greater clarity in their messaging, avoiding even the appearance of political maneuvering and prioritizing public trust over short-term gains.
Maria Bakalova and the Ministry of Foreign Affairs: A Short-Lived Partnership
In early February, bulgarian actress Maria Bakalova became the face of a Ministry of Foreign Affairs campaign aimed at simplifying the American visa process for Bulgarian citizens. The campaign, featuring Bakalova, was seen as a way to leverage the global recognition of the actress, known for her role in the Oscar-nominated film “Borat Subsequent Moviefilm,” to connect with a wider audience and inspire confidence.
A Brief Collaboration
The cooperation started with a series of photographs featuring Bakalova alongside Foreign Minister Georg Georgiev, signaling a positive message of accessibility and possibility for Bulgarian citizens seeking to travel to the United States. The official press release from Key Academy, Bakalova’s agency, celebrated this collaboration and bakalova’s willingness to contribute to subsequent initiatives. However, the partnership was short-lived.
“I thank Maria Bakalova for becoming the face of the Ministry of Foreign Affairs campaign, with which we aim to reduce to less than 3% of our compatriots’ visa visas America,” Minister Georg Georgiev stated in a February 5th press release from the Ministry of Foreign Affairs.
Public Backlash and Removal of Content
Minister Georgiev’s photos with Bakalova, initially shared on his Facebook profile, were met with a mix of reactions, including criticism and calls for her removal as the campaign’s ambassador. Some users, including former constitutional judge Georgi Markov, questioned the choice of a Bulgarian actress who had appeared in a film about Donald Trump’s presidency for a campaign promoting visa accessibility to the U.S. These comments generated intense online debates, leading to the removal of the photos and posts from Minister Georgiev’s social media within a day.
GERB leader Boyko Borisov, commenting on the situation, revealed that he had advised Minister Georgiev on the matter, suggesting that using internationally recognized figures, such as Sylvester Stallone, could have been a more appropriate choice.
it is interesting to note that Stallone was recently announced as part of Donald Trump’s “Hollywood eyes and ears,” according to a statement released a month ago. This connection with Trump further fueled the controversy surrounding Bakalova’s association with the campaign, demonstrating the complexities of celebrity endorsements and their potential for attracting unwanted attention.
A Lesson in Public Image and Brand Alignment
The swift reversal of this campaign partnership highlights the importance of meticulous brand alignment and strategic public image management, especially when leveraging figures with significant global exposure. While Bakalova’s talent and international recognition offered a potentially powerful asset, the campaign’s short lifespan underscores the need for careful consideration of an advertisement’s broader context and potential ramifications.
In an era where public perception can shift quickly and social media platforms amplify both praise and criticism, campaigns that involve public figures must anticipate potential challenges and develop complete strategies for mitigating risks. Transparent communication and adaptable campaigns are crucial for navigating the complexities of contemporary public discourse and achieving desired outcomes.
