Vienna (OTS) – Subtitle: The increased use of artificial intelligence (AI) can bring Austria around 7 billion euros more added value by 2035. At the same time, it is important to keep an eye on the challenges posed by AI.
For a year now, ChatGPT has been showing how artificial intelligence can change our lives and work. Technology can be used productively or destructively. Some users say they use ChatGPT to automate routine tasks. It depends on what we do with AI and what we use AI solutions for. Our goal is to use AI solutions in the spirit of a digitally responsible society and European values. If you ask ChatGPT what the AI model itself thinks about regulation, the answer you get is that regulation at the European level is necessary, especially in the areas of ethics and safety, trust and acceptance and in the area of innovation. ChatGPT itself cites global harmonization as a challenge, because AI is a global development. When asked whether ChatGPT itself is for or against regulation, the AI model answers neutrally: “As an AI model, I have no personal opinions, beliefs or preferences. My job is to provide information and perspectives to help users form their own opinions and decisions.”
“When ChatGPT became freely available for the first time, it was an iPhone moment for many people and we have seen how quickly developments in this area are progressing. Since then, the term artificial intelligence has been on everyone’s lips and is already used by over 100 million people. The performance of AI systems doubles approximately every 3.5 months. The rapid technological developments and far-reaching effects on society clearly show the need for political action for clear legal regulation. We therefore recently presented the AI package of measures and will install an AI service point this year, thereby ensuring transparency, legal certainty and skills development among the population and for companies,” said State Secretary for Digitalization Florian Tursky.
AI measures package
The AI package of measures will, among other things, create an AI authority at the national level before the European AI Act comes into force. In a first step, a service point is set up, which is subsequently transferred to an authority. The aim is to create an authority that focuses on service and serves as a contact point for companies and citizens. In addition, in order to ensure transparency and trust in artificial intelligence at an early stage, a labeling requirement for AI systems will be introduced in Austria.
“Transparency is important to create trust. We are therefore introducing an AI labeling requirement. Just as nutritional information is common for food, every Austrian should know in the future when they are interacting with artificial intelligence,” explains Tursky.
Skill development in the population
In addition to transparency, it is also important to be able to support the population in dealing with AI and the associated risks and opportunities. Therefore, as part of the digital competence offensive, a focus was placed on basic AI knowledge. The first 800 workshops will start this year. A total of 3,500 low-threshold workshops will be held in all communities across the country. Through taught digital skills, we strengthen trust in modern technologies.
AI strategy will be presented in 2024
The Austrian AI strategy was presented as an agile strategy in summer 2021 and is currently being revised. During the development process, all departments within the AI Policy Forum, experts from research, science, business and stakeholders will be integrated. The aim is to adopt a revised strategy in the first half of 2024.
“To be able to take advantage of the opportunity presented by AI, we clearly need competence and transparency. We will achieve both by implementing the AI package of measures and revising the Austrian AI strategy,” continued Tursky.
European AI Act later this year
For Digitization State Secretary Florian Tursky, ChatGPT’s first birthday is an opportunity to point out once again that regulation of AI at the European level is needed this year with the planned AI Act. The AI Act is currently in trilogue negotiations.
“The framework conditions for AI use need political design at the European level, otherwise the AI rules will only be written by providers in the USA and China. That cannot be our goal,” concluded Tursky.
