Last Friday, the UN Security Council adopted, by a large majority, a resolution aiming to expand the scope of humanitarian aid provided to the Gaza Strip, monitor its effectiveness, and create the necessary conditions for a sustainable cessation of hostilities, for the first time since the outbreak of the war, which is considered a great success for the tireless efforts of UAE diplomacy. We made an effort to bring this resolution to light, and to achieve the international consensus required to pass it, despite the many complications surrounding this file.
The resolution submitted by the UAE and ratified by 13 member states, out of 15 in the Security Council, calls on the Secretary-General of the United Nations to appoint a senior coordinator for humanitarian and reconstruction affairs, who will be responsible in Gaza for facilitating, coordinating and monitoring all humanitarian relief shipments heading to Gaza and arriving from States that are not parties to the conflict, and verify their humanitarian character. The resolution also requested the new coordinator to urgently establish a United Nations mechanism to expedite the provision of humanitarian relief shipments to Gaza, and called on the parties to the conflict to cooperate with the UN coordinator to fulfill his mandate, without delay or obstacles.
This decision, which was widely welcomed internationally, represents an important step towards reaching an end to the ongoing war in the Gaza Strip, which has so far claimed the lives of more than 20,000 Palestinians, tens of thousands of wounded, and hundreds of thousands of displaced persons in a dangerous humanitarian situation. The decision also received wide international praise for the role played by the UAE in passing this resolution, through a diplomatic performance characterized by high efficiency and professionalism.
Although the issuance of the resolution was postponed four times, the UAE succeeded – in the end – in passing it thanks to a group of factors, the most important of which is the great credibility that Emirati diplomacy enjoys in the world, and the wide appreciation that the UAE’s policy enjoys in the world. All of this and its good relations with various regional and international powers.
Among these factors is also the professionalism enjoyed by Emirati diplomacy and its precise awareness of the nature of the current international and regional balances and the difficult stage that the international system is going through as a whole, and the Arab-Israeli conflict in particular, as it was characterized by high flexibility that enabled it in the end to reach a resolution formula that avoided the American veto, and achieved The goal is to expand humanitarian operations in the Strip and preserve the lives of Gazans.
In confirmation of this professionalism, competence, and insistence on passing the resolution, Her Excellency Ambassador Lana Nusseibeh led a visit to current and future members of the Security Council to the Rafah border crossing between Egypt and the Gaza Strip, where members of the Council were informed directly of the urgent need to bring in more humanitarian aid and the inadequacy of the current system, and they saw thousands of Trucks loaded with humanitarian aid from around the world are unable to enter Gaza to provide relief to those in need, which had an impact in convincing Council members to take this important step.
The experience of UAE diplomacy in dealing with complex international issues contributed significantly to overcoming the difficulties facing this decision. Which the state will also build on in order to issue more decisions that work to stop the war and reach a permanent and stable settlement, not only for the Palestinian-Israeli conflict, but in the entire Middle East region.
