A precursor to the Ukrainian counter-offensive has probably already begun, but not as expected. It resembles the hybrid war that Russia itself has been waging for years: obscure armed groups are advancing from Ukrainian territory into the Russian region of Belgorod. The Russian security forces are unable to bring the situation under control. Whole towns are evacuated. A gray area of power is emerging between Ukraine and Russia, an ambiguous armed conflict that is forcing the Kremlin to shift military assets.
