According to the cantonal military directors, leadership, decision-making and immediate measures in the event of war should be redefined as a result of the war in Ukraine. The Swiss army must do justice to its core mission, which is defence.
In its position paper published on Friday, the Intergovernmental Conference on the Military, Civil Defense and Fire Brigade (RK MZF) states that protective structures are an essential means of protecting the population in an armed conflict. The RK MZF demands the long-term preservation of value and the further development of the protective structures.
In particular, the periodic control of shelters, the control of shelter construction and allocation planning are of increased importance. In addition, it had to be clarified whether and how shelters built before 1987 could be maintained and adequately equipped.
Due to the uncertain security policy situation, which is difficult to assess, the RK MZF finally demands that the Swiss army do justice to its core task of defence. At the same time, the army’s staying power must be ensured by means of sufficient human and material reserves.
