In Kharkiv, Ukraine’s northeast, the 13th Khartiia Operational Brigade of the National Guard of Ukraine is employing a multifaceted approach to bolster its ranks and public support, integrating marketing strategies, social media engagement, and cultural events into its operational framework.

Founded in March 2022 by volunteers responding to the initial Russian offensive, Khartiia initially operated as part of the 127th Territorial Defense Brigade. Ukrainian businessman Vsevolod Kozhemyako, CEO of the Agrotrade Group, initiated the unit’s formation, according to available information. The brigade has since participated in key engagements including battles around Bakhmut, Soledar, Ocheretyne, and the Serebrianskiy Forest.

In April 2025, the 13th National Guard Khartiia Brigade was designated to lead the newly established Second Corps, signifying a broadening of its responsibilities within the Ukrainian National Guard. Colonel Ihor Obolienskyi, who previously held a position in business, played a key role in the brigade’s military development, focusing on troop organization and training. He described a collaborative dynamic with Kozhemyako, where he managed troop operations while Kozhemyako oversaw organizational and logistical aspects.

Currently commanded by Daniel “Cuba” Kitone, the brigade’s activities extend beyond traditional military operations. The use of marketing, social media platforms – including a presence on X (formerly Twitter) – and cultural initiatives are intended to attract recruits and maintain public awareness of the unit’s mission. Details regarding the specific nature of these marketing and cultural events have not been publicly released.

Khartiia’s evolution from a volunteer force to a formally recognized brigade within the National Guard of Ukraine reflects a broader trend of professionalization and institutionalization of Ukraine’s defense forces in response to the ongoing conflict.
