International maritime intelligence bodies have documented at least 20 confirmed sea chest contamination cases across four continents since 2017, exposing how trafficking networks exploit vulnerable underwater vessel cavities to traffic narcotics. Operating entirely below the waterline, shore-based diver networks attach sealed packages to ship cooling systems without the knowledge of the unwitting crew.

Global container terminal screening has improved. Law enforcement agencies have cracked down on traditional “rip-on/rip-off” operations that rely on port insiders and cargo manifest tampering. But as terminal monitoring tightens, trafficking networks adapt by moving their operations beneath the surface.

Here is why that matters for modern maritime security: the sea chest is a recessed cavity in a vessel’s hull, sitting completely below the waterline to draw in seawater for engine cooling and ballast systems. Covered by a grating, this space is accessible only to a trained diver.

Nothing about a sea chest concealment appears on a cargo manifest, a container seal record, or a crew list. The drug load never enters the cargo holds. It never passes a terminal x-ray scanner. Nobody on board loads it, sees it, or knows it is there. The commercial vessel effectively becomes unwitting infrastructure that a criminal network borrows for a single voyage before handing back at the destination port.

The operational reality of this tactic was laid bare when Brazilian Federal Police and Navy divers pulled a dozen bundles from the sea chest of the bulk carrier Green K-Max 1 at the Port of Santos. The operation recovered 341 kilograms of cocaine.

According to the Brazilian Federal Police, the intervention stemmed from targeted intelligence work and risk monitoring at the port. The Green K-Max 1 had arrived from India and was actively loading cargo to prepare for a subsequent voyage to Poland. Built in 2019 and registered in Liberia, the 80,856 dwt bulk carrier is managed by Greece-based Aegean Eco Carriers.

Conversely, bulk carriers and chemical or oil tankers spend extended periods alongside berths during multi-day loading windows. They also frequently sit at anchor waiting for a berth. These long delays give illicit dive teams hours of predictable access in low-visibility coastal waters.

Route pairing is equally critical. Confirmed trafficking cases consistently share a blueprint: a Latin American origin port, a long ocean transit, and a destination across Europe, Asia-Pacific, Oceania, or North America. Shore-based brokers recruit divers, select vulnerable vessels, and coordinate retrieval teams at the arrival port.

The Blind Spot in Global Port Infrastructure

Despite rising enforcement awareness, most international ports lack underwater forensic capabilities or scalable remotely operated vehicle (ROV) monitoring. Routine commercial hull inspections almost never uncover hidden contraband.

Nearly every detection to date relies entirely on advance intelligence rather than routine maritime patrols. Because the exposure sits entirely within shore-based diver-broker networks that never communicate with shipboard personnel, crews are consistently assessed as unwitting.
