US Foreign Aid to Ukraine: Funding, Military Support, and Humanitarian Aid – Review of Coordination and Supervision

As of February 24, 2022, Congress has appropriated $45.4 billion to the Department of State and the United States Agency for International Development (USAID) to support Ukraine’s military operations, provide humanitarian aid and ensure the continuity of kyiv government operations, according to the report, titled Review of coordination and supervision of foreign aid to Ukraine.

“OIG [Oficina del Inspector General] discovered that the kyiv Embassy had not updated its Integrated Country Strategy [ICS, por sus siglas en inglés] due to staffing constraints related to embassy closure and subsequent operations under war conditions,” the report states.

Without an up-to-date ICS, State Department offices and other agencies they lack orientation to design programs and performance indicators aligned with the common strategic objectives, it is indicated.
