“Useless medical certificates” in the sights of the government

The Minister of Health François Braun castigated the “certificates of good health” requested by the crèches, “an absurdity” according to him.

Health Minister François Braun promised on Wednesday to fight “unnecessary medical certificates” which take doctors too much time, thus responding to the recommendations of a report on administrative simplification.

“The certificate of good health” requested by a crèche before re-accepting a baby who has been sick, “it’s nonsense, it’s useless”, explained François Braun to the press, on the sidelines of a visit to Valenciennes.

And “there are sports practices that absolutely do not require a medical certificate”.

Administrative simplification for doctors

The minister undertook to “clarify before the end of the first half of 2023” the rules for requesting a medical certificate.

The service-public.fr site will also set up a specialized section by the summer to bring together all the updated information on requests for medical certificates in nurseries, schools, sports federations, by employers.

This effort on certificates was one of the recommendations of a report on administrative simplification for attending physicians, submitted to the Minister on Wednesday.

Between 1 to 2 hours per week

Unnecessary medical certificates take doctors between 1h30 and 2 hours a week, according to the estimates of the report by Doctor Jacques Franzoni and Pierre Albertini.

Other measures announced by the ministry: health insurance will have to set up “a reliable solution for the dematerialized transmission of supporting documents” by doctors “before the end of 2023”, and “the vital card application on smartphones will be gradually deployed at from this year to limit the oversights of vital card on the part of patients”.

“Limit unnecessary solicitations”

The National Health Insurance Fund will also facilitate the administrative management of patients with long-term illnesses (ALD) and “limit unnecessary solicitations for private doctors”.

François Braun is therefore in favor of the validity of long-term illness rights being granted for life for irreversible pathologies. He will seize the High Authority for Health on this subject “by the end of the month”, indicated the ministry.

The government is seeking to reduce the administrative burden on practitioners to free up consultation time and take care of more patients, in an attempt to remedy the difficulties of patients without doctors.
