The future of the state-owned automotive tire manufacturer Tigar AD in Pirot has become a pressing fiscal concern for the national government. During a visit to the southeast of the country, officials discussed the mounting expenses required to keep the enterprise afloat.
State Financial Strain and the Search for a Strategic Partner for Tigar AD
The state-owned portion of the tire factory has placed a heavy burden on public finances, prompting calls for an immediate structural pivot. According to reporting from Danas, the administration has poured substantial funds into the plant over the summer months alone.
Aleksandar Vučić, President of Serbia, stated that they had allocated 220 million dinara just for the summer months, which people in Serbia were unaware of, while criticizing everyone for teasing them by demanding impossible things and avoiding private entities that could take over the business because they wanted to choose which private entities would do so, and wondering if it was possible for the state to pay salaries that had not been earned on the market.
Local leadership in Pirot, including Mayor Vladan Vasić, has been urged to present a viable restructuring plan. The central government has indicated a willingness to entertain any form of privatization and solution that can secure a sustainable path forward. Officials stress that maintaining a system where the public treasury covers operational deficits every few months is unsustainable, though the primary objective remains safeguarding employment for the workforce. President Vučić noted that the state must stop “krvariti” (bleeding) because of the factory, urging that they must try to save a part or the largest part of the employees.
The Return of the Armed Forces and Regional Development Plans
Beyond industrial restructuring, local authorities have advanced three major initiatives intended to reshape the demographic and economic landscape of the region. Aleksandar Vučić, President of Serbia, remarked that when the army arrived, it was akin to a factory opening in town, requiring food, goods, and services, with people going out into the city, spending money, and using hospitality venues and shops, which he described as a major development for any local community.
Concurrently, local self-government bodies have collaborated with the University of Niš and European Union support to draft studies for a new faculty in Pirot. Modelled similarly to programs found at the Faculty of Organizational Sciences, the proposed curriculum aims to serve students throughout southern Serbia, including Pirot, Niš, Leskovac, Vranje, and Prokuplje.
Targeted Pay Incentives for Rural Healthcare Providers
Addressing persistent shortages of medical professionals in peripheral and rural communities, the government plans to introduce a special compensation framework. Because clinicians routinely express reluctance to relocate away from urban centers, officials propose a salary increase of 15 to 20 percent for medical staff deployed to remote village clinics.
Aleksandar Vučić, President of Serbia, explained that it was the only way and that nothing else made sense because nobody else would do it, noting that people would complain of being mobbed and driven out of the city center, but argued that since people lived in rural and suburban areas, they would offer a 15 to 20 percent increase—as much as possible—to those stationed in the countryside to encourage them to go and work there.
This financial incentive complements broader logistical shifts in healthcare delivery across the country. Mobile pharmacies are scheduled to commence operations between August 15 and August 20, deploying fleet units to circulate through rural areas nationwide with the idea of having two or three such pharmacies cover all parts of the country.
Broader Economic Measures and Welfare Payments
During discussions with residents and municipal leaders in Temska, the administration outlined upcoming adjustments to national pension structures and public sector compensation. According to statements made during the visit, a significant upward adjustment in pensions is scheduled for December 1, accompanied by synchronized efforts to elevate public sector wages and the national minimum wage.
