The IFAB has clarified the offside rules and explained that defending players play on the ball “intentionally”.
Offside players now do not automatically become onside when a defender touches the ball. The guidelines state as follows: “Free play of the ball means that a player passes the ball to a teammate, catches the ball, or clears the ball. Inaccurate or unsuccessful passes, possession attempts, or clearances by the player in control of the ball does not negate the fact that he played the ball on purpose.”
