The fact-finding mission on the impact of State regulatory and budgetary decisions on the financial balance of local authorities met on Wednesday 1is March to set up its office and launch its work.
The objective of the mission is to determine, with concrete examples in support, whether certain decisions of the State whether or not they compromise the financial balance of local authorities , especially in rural areas. It is also a matter of assessing whether the impact of these decisions on local finances is sufficiently well assessed upstream, including its indirect consequences.
This fact-finding mission was created on the initiative of the European Democratic and Social Rally (RDSE) group, within the framework of Article 6 bis of the Rules of the Senate, which gives each group a “right of drawing” for the creation of a commission of inquiry or a fact-finding mission per parliamentary year.

The fact-finding mission will begin its work on 7 mars, with the hearing of Alain LAMBERT, President of the National Council for the Evaluation of Standards. This body is in fact responsible in particular for assessing the financial impact of draft texts applicable to local authorities.
The mission must report its findings during June 2023.
