According to WABetaInfo, the green dot does not appear in the main chat list or the active conversation window. To see if a contact is active, you must now navigate to the contact’s information screen by tapping their name.

The indicator functions on a simple trigger: it activates when the user is actively engaged with the application and vanishes the moment the app is closed.
Privacy Logic and the Permission Layer
Crucially, this update does not bypass the user’s existing privacy architecture. If you have disabled your “Last Seen” or “Online” status in the privacy settings, the green dot will not appear for your contacts. The logic remains tied to the same permission set that governed the old text indicator.
