As for the tax statementsMr. Tsapalos emphasized that the change concerning the over one million employees and pensioners with a single source of income is very important.
«For the first time this year, more than 1 million pensioners and employees who have a single source of income, i.e. the pensioner only their pension, the employee only their salary, will see their tax returns pre-filled and essentially they will be able to simply press a button through the taxis to submit the statement and accept the result of the pre-filled check. In other words, the citizen does not need to go to an accountant, for example, to do the process himself. The data will already be posted, it needs a review from him and a submission to proceed,” he explained. It will be possible to modify or add additional elements, he clarified, while the goal is in the medium term in the coming years, starting from this year, but from 2025 onwards the effort will be intensified, all tax declarations to be pre-filled and basically the citizen or the business to make only some minor modifications or additions.
Furthermore, next month, the bill that essentially transfers all procedures and services of the tax office to electronic form is coming to the Parliament for a vote next month. The goal of the Ministry of Finance is to actually implement it by the summer. «It is something that both citizens and businesses want. In other words, they want to have as much digitized communication with the tax authorities as possible, and this is something that is also included in the Tax Procedure Codelet’s, a bill that we’re bringing in the next few days that’s going to outline exactly that. Any communication between citizen, business and tax office should be done digitally. It will be done through taxis where it is possible to send messages. This will be the key piece of evidence both for the tax office in order to prove that it actually informed the citizen, and for the citizen, who will rely on the communication they have with the AADE or the lack of communication they have with the AADE, in order to base his arguments” said Mr. Tsapalos.
Regarding the raising the minimum wageMr. Tsapalos stated that his identification is found in the final process stage in order for the competent Minister of Labor to propose the rate of increase of the minimum wage to the cabinet on March 27.
«It is a very complex process in general, which is followed every year. It is the fourth increase in the minimum wage by the current government in recent years and the process is as follows. The government should take into account both the requests, arguments and needs of the employees who are paid the minimum wage, but also listen to the corresponding requests and needs and endurance of the employers, the entrepreneurs. (…) Surely the new floor will be over 800 euros. That’s for sure. Now whether it will be 20, 25, 30 euros more, this is something that cannot be announced these days, it will be a result of the processes. Everything is open, of course, but I say again that we must take into account the two we described,” he said.
Asked about the changes planned for the Golden Visa, Mr. Tsapalos noted that it is a matter of a few days to announce the new framework that will must combine two needs. “On the one hand, it is a branch of the economy, a market which last year alone brought us more than two billion euros in investments. Therefore we cannot the next day abolish it or limit it disproportionately. And on the other hand there is the housing issue, the inability of Greek households to be able to find, especially in the urban centers, a house to be able to rent and stay with their families. (…) We will have one Golden Visa essentially many speeds, where the problem is severe, we are essentially talking about saturated areas such as the center of Athens, some islands for sure, then these areas will go up to the highest tier which will be 800,000 euros. We are talking about Athens and some areas that are already saturated south, north etc. And of course we are also talking about islands which are very popular, Mykonos, Santorini and so on. (…) Then we will essentially go to an intermediate one, the amount of which in the next few days we will announce, most likely it will be close to 400,000 euros and of course there will also be the possibility that someone who wants to renovate a listed building can do so with the minimum threshold that is 250,000 euros. It is something that we have said for some time that from this whole equation the listed buildings throughout Greece will be excluded and someone will be able to make an investment in a listed building in the center of Athens, anywhere else with an amount of 250,000 euros. All that I am describing are essentially some details that are currently tending to be finalized. Of course, there is still some time left for all that we have described to take the final form and be announced in the official way” he added.
On the square footage issue, it’s a very complex issue that needs to be weighed from all sides, he noted, a technical detail that hasn’t been finalized. “Don’t assume that there will be a mean, quadratic variable. It is a matter of a few days, maybe even hours, that there will be announcements about this as well. Nothing has been closed,” he said.
Regarding the published information that all properties acquired using Golden Visa are excluded from short-term rental, Mr. Tsapalos pointed out that this is not true. “No, nothing like that is finalized right now for us to announce. In the context of this discussion, many ideas have fallen on the table, much has been written, much has been said, but until the ball is landed, these are all scenarios. Tomorrow, the day after tomorrow, in the following days, all this will become clear,” he said characteristically.
