Who Really Invented the Taskbar? Windows 95, NeXTstep, and Acorn’s Arthur

More than thirty years after Windows 95 hit the market, former Microsoft executives and open-source historians are still untangling the interface DNA behind the iconic taskbar and Start menu. Addressing long-standing industry myths, former Microsoft corporate vice president Joe Belfiore and senior product manager Brad Silverberg have clarified that the Windows 95 taskbar did not inherit its design from Steve Jobs’ NeXT Dock, pointing instead to Microsoft’s canceled Cairo project and internal workflow fixes.

Deconstructing the NeXT Dock and Windows 95 Myth

For decades, tech lore suggested that the graphical task strip introduced in Microsoft’s 1995 operating system was heavily influenced by the NeXTstep workstation environment. Steve Jobs unveiled the NeXT Cube in 1988, featuring a dedicated on-screen strip that let users snap and launch application icons. As NeXTstep evolved—eventually becoming available on non-NeXT hardware by version 3.3, aided by heavy enterprise adoption like purchases from the Central Intelligence Agency—observers naturally drew parallels to the emerging Windows interface.

However, the architectural reality diverges sharply from visual similarities. According to Brad Silverberg, who served as a senior vice president and product manager for MS-DOS and Windows during the 1990s, the design was developed entirely in-house. Silverberg noted that he discussed the interface origins with Windows 95 UI designer Danny Oran, who confirmed he engineered the layout independently rather than lifting concepts from NeXT. Joe Belfiore reinforced this architectural separation on X, stating plainly that the NeXT dock did not lead to the taskbar.

The Internal Architecture of Cairo and Chicago

Instead of looking to NeXT, the lineage of the taskbar traces back to two distinct internal Microsoft initiatives. The first was Cairo, an ambitious operating system project running from 1991 to 1996 that aimed to deliver Bill Gates’s “information at your fingertips” vision. While Cairo as a standalone OS never shipped, its interface work bled directly into “Chicago,” the project codename for Windows 95.

Belfiore explained that the Cairo team had spent significant design cycles building an always-visible, bottom-of-the-screen “tray.” This tray functioned as a drop target for files and text content, engineered specifically to facilitate data transfer between separate applications. Screen captures shared by former Microsoft engineer Dave Plummer highlight this early Cairo desktop element running years before Windows 95 officially launched. Steven Sinofsky, a former Windows chief, also noted on social media that the Cairo team utilized NeXT machines alongside standard equipment, adding context to the cross-pollination of hardware in Redmond at the time.

The second driver was purely pragmatic. Windows 3.1 users frequently lost track of minimized windows, creating a clunky application-switching experience. The Windows 95 taskbar was ultimately built to solve this navigation friction, functioning primarily as an application switcher paired with the Start menu as a launcher.

Tracing the True Root: Acorn’s Arthur Operating System

While Microsoft engineers built their taskbar independently, the question of who actually pioneered the permanent desktop strip leads even further back into computing history. Paul Fellows, who led Acorn’s original Arthur project—named with the optimistic codename A Risc by THURsday—laid claim to the original concept during a retrospective event organized by the RISC OS User Group of London (ROUGOL).

Arthur was the original ARM-based operating system for Acorn’s Archimedes computers, which shipped in 1987. Fellows explained the design constraint that birthed the interface: In case anyone ever asked where it came from, we were sat in a room thinking ‘How do we design this to be different, so we don’t get sued by Apple?’ The Mac had a menu bar of text across the top, so we thought ‘we can’t go across the top, we’ll have to go across the bottom – and we can’t use text, so we’ll have to use icons.’ That’s why it’s like that. Although Arthur’s desktop was originally intended merely as a basic demonstration for the hardware, Acorn shipped it with the OS. By version 2 in 1989, the platform was formally named RISC OS, but the bottom icon bar persisted.

Historical timelines indicate that an Acorn engineer subsequently moved to California, taking an Archimedes machine along and demonstrating it to peers. By the following year, NeXT introduced its hardware, complete with a comparable dock. Yet, as the historical record demonstrates, the evolution of desktop computing was less a straight line of direct corporate theft and more a parallel convergence of engineers solving the same fundamental problems of window management, file transfer, and application launching across different hardware architectures.
