No matter how friendly the country is, no one will let go if they have the ability to put pressure on another country. Not only Canada but the US and Britain see the Khalistan militants as a tool to exert pressure on fast-growing India when needed.
This often happens between friendly nations; Even between Pakistan and China, who are generally considered close friends. Pakistan has some influence over religious extremists in China’s Xinjiang province. Pakistan occasionally stirs them up to put pressure on China.
This allegation has also been raised against India. The Sri Lankan government had once accused India of having a good deal of influence over Tamil militants in Sri Lanka.
Even the Islamic extremism that started in Pakistan was once used by the West for this purpose. The Western world supported the Islamic extremism because it was to destroy the Soviet regime in Afghanistan.
