Why could your Livret A soon finance French defense?

Will Livret A soon be used to finance the defense industry? This is the subject of a bill which will be debated this Thursday in the National Assembly, supported by the Horizons group.

Last Tuesday, the Senate had already voted in favor of a similar bill, carried by Les Républicains senator Pascal Allizard. “Military and industrial tools must be able to face any threat to peace and stability. This is not really the case today,” declared the latter.

Financing the defense industry

The text which will be debated in the Assembly aims to add “companies, particularly small and medium-sized, in the French defense industry” to the sectors already financed by banks via Livrets A and LDDS.

Nearly 60% of the 568.1 billion euros placed at the end of January in these two savings accounts are dedicated to social housing, via the Caisse des Dépôts (CDC).

The rest – non-centralized savings, covered by the text – is invested by banking establishments in SMEs (including potentially those in defense), in projects linked to the energy transition or the social and solidarity economy.

Unions and associations are stepping up to the plate

Several unions and associations proclaimed this Tuesday their opposition to the use of part of the Livret A and LDDS resources to finance the defense industry.

“We oppose the two bills presented to the Senate and the National Assembly which aim to finance defense industries from the Livret A and the LDDS” sustainable and united development booklet), summarized during a conference press release Loïc Daguzan, spokesperson for Indecosa, the CGT consumer and tenant association.

A column addressed to Bruno Le Maire

The association is a signatory alongside several unions, the Human Rights League and around sixty left-wing deputies and senators of a column addressed to the Minister of the Economy Bruno Le Maire entitled “The Booklet It’s not for armaments, but for social housing! “.

This move towards armaments is not favored by Bercy, with the Minister for Business, Olivia Grégoire, estimating last Tuesday that “the instrument (was) not the most appropriate”.
