With a 25% increase, the Dakhla-Oued Eddahab Region confirms its ambitions

As a result, as part of their competition to attract investment, companies, etc., they have endeavored to forge a reputation and acquire a brand image, which the public authorities have set themselves the objective of promoting and promoting. improve, with a view to promoting the attractiveness of their territories. Starting from there, the territorial investment, which is a window of the evolution of the competitiveness of the regions and which appears by the creation of companies, is an indicator of the attractiveness of the region.

Here, we have explored the results, for the 2021 financial year, of the Dakhla-Oued Eddahab region, in terms of business creation, achieved by the region’s Pôle Maison de l’Investisseur.

On analysis of the results, the number of companies created through the CRI, at the level of the Dakhla-Oued Eddahab Region recorded an increase of 25%, standing at 1,651 companies against 1,320 companies for the same period. in 2020, with a monthly average of 140 companies created. Analysis which made it possible to determine the legal nature, the share capital, the origin of the bearer and the distribution of the companies created.

In June 2021, Morocco had a total of 57,661 newly created companies, made up of legal entities and sole proprietorships. This is a decrease compared to 2019, when a peak of more than 94,000 companies was recorded, taking into account the periods under review.

At the national level, the trend has recovered for the annual exercise with 58,408 companies that were created in 2021, marking a 30% increase compared to 2020.

In this dynamic, the Dakhla-Oued Eddahab Region was not left out, recording for the year 2021 an increase of 25%, standing at 1,651 companies against 1,320 companies for the same period in 2020, with a monthly average of 140 companies created. These results demonstrate the ambitions of the region which wants to be an economic hub falling within the continuum of the kingdom’s vision in its diversity and its openness to the outside, in particular, its southern neighbors.

In its annual report, concerning the number of businesses created through the region’s CRI, the consolidated statement of business creations carried out for the year 2021, through the help desks for the creation of companies of the CRI, is broken down by legal nature and by sector of activity.

According to CRI statistics, a peak was recorded for the months of December and January, while the months of August and November recorded the lowest level for the year 2021.

Breakdown of companies created

On the distribution of companies created, 66% of the 1,651 companies created in 2021 operate respectively in the Trade and Miscellaneous Services sectors. Mainly dominated by LLCs, which constitute two thirds of this year’s performance, in terms of creation by legal nature, the sector distribution is followed by the sectors of Agriculture, Fishing, Tourism, Buildings and Public Works.

This diversification, more pronounced than in 2020, reflects the region’s attractiveness to new growth sectors and reinforces the strengthening of the economic fabric, moving towards less dependence on other regions, through new productions, as well as provision of new services to fellow citizens, thus meeting the needs of residents whose standard and quality of life are constantly increasing.

Distribution of companies created by legal nature

Despite the dominance of legal persons amounting to 66% of the units created, the legal format of natural persons (PP) remains attractive for project leaders in the Region, standing at 34% of total creations, followed by Common Name Companies (SNC) which, despite their low representation, experienced an increase of around 170% compared to 2020.

Like the other regions of the Kingdom, the LLC remains the most attractive status for companies created.

With a recorded increase of 40% compared to 2020, the 1,050 SARLs demonstrate a more pronounced sectoral diversification than the other legal statuses, largely dominated by Miscellaneous Services which stand at 41%, and followed by Agriculture, Fishing, Trade, Tourism, Buildings and Public Works which represent a total of 52% of creations.

In another area, around a third of creations in 2021 (for a total of 571 creations) is represented by natural persons (PPs), 74% of whom operate in commerce, followed by miscellaneous services at 20%, mainly dedicated to services individuals.

Tourism (Operation and management of tourist and catering structures) and Crafts (handicraft production) come next, representing 6% of the total of the PPs created.

Breakdown of share capital

The total share capital of the 1,651 companies created in 2021 stands at 149.3 million dirhams, dominated at 34% by the Building and Public Works sector, thus reflecting the effort to strengthen the urban infrastructure carried by the private sector and the provision to the general public of a supply of buildings, meeting the requirements of the local population and new arrivals in qualitative and quantitative terms.

29% of the sum of social capital relates to miscellaneous services, divided into services aimed mainly at fellow citizens and then at production companies.

Since the reform, more and more individuals and project promoters carry out all the business creation procedures themselves, with a ratio of 51% carried directly by those concerned.

Furthermore, it should be noted that the creations by people carrying projects in the region represent a third of the sum of the social capital of the creations and their majority is carried by natural persons.

The remaining 49%, created by trustees and specialized firms on behalf of project leaders, represent two-thirds of the total share capital of creations in 2021 and almost exclusively concerns SARLs.

The 71 companies created by foreigners show the attractiveness of the region

94% of the companies created in 2021 are of national origin, followed respectively by a limited number of creations carried out by foreigners who are, for the majority, of African origin, with 71 companies against 32 carried by European investors. This state of affairs has made it possible to better direct our efforts to promote the attractiveness of investment for the strategic action plans of the years to come in order to encourage foreign direct investment, especially since the growing interest of foreign countries for investment opportunities in the region, largely encouraged by new diplomatic developments and the increasingly high number of consular representations in the city of Dakhla.

Accompaniment and help to the sustainability of businesses

With a view to evaluating the performance of companies created through the CRI, and in order to understand the needs and difficulties they face, especially in a variable health and macro-economic context, a survey was conducted among a large sample of companies, created since 2017, in order to determine their statutes, and to provide them with the support and support necessary to ensure the sustainability and sustainability of their activities.

Out of a sample of 1,821 contacts with companies, created through the CRI, since 2017, 663 telephone interviews made it possible to validate the status of activity and remote support, with 283 contacts received within the Center for a support adapted to its context.
