World May End Leap Seconds to Prevent Global Tech Chaos

International timekeepers are preparing to vote on a draft resolution next month at the General Conference on Weights and Measures to make Coordinated Universal Time continuous from May 20, 2027. The move would eliminate traditional leap seconds and allow UTC to diverge from Earth’s rotational time by up to an hour.

The Looming Threat of the Negative Leap Second

Since the introduction of the modern timekeeping system in 1972, atomic clocks have required 27 additive leap seconds to stay synchronized with Earth. However, a recent uptick in the planet’s rotational speed has raised the possibility of a negative leap second. International timekeeping bodies have estimated a 30 percent probability that a negative leap second will be required by 2035.

The vast majority of digital frameworks and network time synchronization tools are built on the preprogrammed premise that leap seconds exclusively ever add time.

Critical national infrastructure—such as satellite navigation networks, electrical power grids, and telecommunication systems—could face massive failures if a second were to be subtracted.

Architectural Rigidities in Modern Network Time Servers

Setnam Shemar, principal scientist at the UK’s National Physical Laboratory, highlighted the systemic risk. Shemar indicated that the upcoming measure is expected to secure enough votes from national delegates next month to pass, pointing out that these representatives have long wanted to abolish leap seconds because of the dangers they present to national systems.

Pushing Divergence Out for a Millennium

By allowing UTC and UT1—the measure of time based on Earth’s rotation—to drift apart by as much as one hour, the international community effectively kicks the temporal can down the road.

Shemar’s forecasts suggest that Coordinated Universal Time will not drift away from Earth’s rotational pace by a complete hour for a millennium or more.

Delegates from multiple countries are expected to back the measure, bringing decades of friction over leap-second insertions and deletions to a close.
