Chinese Premier Li Keqiang, after taking his annual vacation, convened a meeting of leaders of six provinces in Shenzhen, China, on the 16th to hold a “Symposium of Main Persons in Charge of the Governments of Major Economic Provinces”, saying that the major economic provinces should take the lead in stabilizing the economy. On the same day, Chinese President Xi Jinping went to Liaoning Province to inspect the Liaoning Shen Campaign Memorial Hall. The two traveled one south and one north. Xi Jinping adhered to the “zero policy”, and now he is busy with Taiwanese naval exercises, while Li Keqiang wants economic stability. Once again, it shows that the two are not in harmony, and the internal contradictions of the CCP are difficult to resolve.
Li Keqiang not only held a symposium with the principals of the provincial government, but also visited Shenzhen, an important economic city for two consecutive days. Li Keqiang emphasized that the six major economic provinces account for more than 40% of the country’s total economic output, the number of market players, and employment. “Economic provinces must bravely take the lead.”
The six provinces named include Guangdong, Jiangsu, Zhejiang, and Shandong, but Shanghai is the only one not named. In the past, Shanghai has contributed the most to China in the past years. However, Shanghai had closed the city for two months before, and its economic growth was at the bottom of the country, and GDP growth was negative.
Interestingly, China’s “CCTV” and other important official media have already reported on Li Keqiang’s trip to Shenzhen on the 16th, but Xi Jinping’s activities were not released until the 17th. Obviously, both of them started their trips on the 16th, which is different from the past. Chinese state media reports on Xi and Li in different ways, sparking a lot of speculation.
China’s economic growth has declined across the board this year, with consumption, investment and industrial added value above designated size all falling short of market expectations. The youth unemployment rate in July was 19.9%, a record high. Li Keqiang urged the major economic provinces to complete the task of turning over their finances, and the provinces should also adhere to the “government to live a tight life” and find more ways to promote consumption. But in contrast, Xi Jinping’s unchanged policy of clearing zero, and now he is busy with the Taiwan Navy exercise under political influence, once again showing that Xi and Li are not in tune.
