Prime Minister Gabriel Attal welcomed the first results for 2023 of the plan against tax and social fraud.

ENONOMY – One year ago, in the spring of 2023, Gabriel Attal announced a vast plan to fight against tax fraud and social issues while he held the position of Minister of Public Accounts. Twelve months later, and now Prime Minister, he welcomed this Wednesday March 20 the first results obtained over the past year. Numbers “historical”, in a tense budgetary context where “ every euro counts”, he declared during a press conference in Bercy.

This major anti-fraud plan was intended to make savings and increase adjustments. For Gabriel Attal, the bet is met, even “ exceeds ” on certain objectives. He particularly emphasized that ” number of tax audits on individuals has already increased by 25% »as much as was planned by 2027, “and the number of tax raids increased by 30%”. Result: tax fraud collections reached 15.2 billion euros in 2023, a record, after 14.6 billion in 2022.

A record of two billion euros in social fraud

On the social fraud side, “ for the first time, we have exceeded the 2 billion euro mark of social fraud detected in one year”announced the Prime Minister, specifying that the recovery of benefit fraud and contribution fraud have both exceeded one billion euros, “ two historic records ». Gabriel Attal had set the objective of doubling the recovery and achieving “ 3 billion euros of damage detected and avoided by CAF and old age insurance by 2027 ».

Concerning social benefits, 450 million euros of fraud have been identified for Health Insurance, 400 million for Family Allowance Funds (CAF), and 200 million euros for Insurance old age. This amount thus amounts to a total of 1.05 billion euros. For social contributions, Urssaf adjustments for corporate social fraud increased by 50%, or 1.2 billion euros adjusted in 2023.

Deploy additional resources by 2027

“Today, we are on target and we are even ahead”thus estimated Gabriel Attal, so that the Urssaf recovery objectives are increased to 5.5 billion euros by the end of the five-year term, and those of health insurance to “ a target of 2.4 billion euros of fraud detected between 2024 and 2027”.

To achieve this, Gabriel Attal intends “ strengthen human resources » : in tax fraud, “ 281 agents were recruited last year, and 350 will be recruited in 2024”. In terms of social fraud, the government wants to recruit 1,000 agents by 2027. Bercy also wants to rely more on “ cyber investigators » and new digital tools such as AI, to better track fraud, particularly that involving cryptocurrencies, and undeclared buildings.
