“Haojia Food Co., Ltd.”, run by artist Chen Tingni’s father Chen Yiliang, has owed taxes as high as 4.18 million yuan since 2006. However, the investigation by the Changhua Branch of the Administrative Executive found that Chen Yiliang had the ability to perform but deliberately refused to pay. It was remitted to New Zealand, Australia and other places, and Chen Nan was found to be likely to fulfill the obligation, so he refused to perform. On the 25th, Chen Yiliang was arrested at his residence and sent to the Changhua Detention Center for custody.
According to the “Weekly King” report, about 10 years ago, Chen Yiliang ran a company “Haojia Foods” in Taichung, specializing in frozen meat products, but had no choice but to break out of financial crisis, and finally had to close the company. However, the debt problem has not yet been fully resolved. Now at the age of 76, he is imprisoned for tax arrears, which is embarrassing.
The Changhua branch pointed out that since 2006, Chen Nan owed a total of more than 4.18 million yuan in income tax and business tax for profit-making enterprises. During his tenure as the person in charge, he distributed all the surplus of more than 1.17 million yuan in 2006 to shareholders. However, Chen Nan withdrew more than 930,000 yuan of company deposits, and remitted more than 480,000 U.S. dollars to New Zealand and Australia to pay for the purchase of beef, but did not pay the tax owed.
The executive officer of Changhua actively searched for evidence and found that Chen Nan’s Haojia Company was suspended for more than half a year, and its company registration was abolished by the Ministry of Economic Affairs at the end of December 2010. However, in 2012, he started a new business, opened a frozen food company in the name of his sister, and continued to operate In the frozen food wholesale business, it is obvious that Chen Nan has the ability to deal with Haojia’s tax arrears, but he has repeatedly claimed that he is over 70 years old and incapable of working, and his living and economic conditions are not good.
The Changhua branch found that Chen Nan met the requirements for application for custody. In 2021, he applied to the Changhua District Court for custody. It took nearly a year and a half to file a protest and re-complaint procedure. On March 1 this year, he was finally approved by the Taichung High Branch Court. On the 25th of this month Chen Nan was arrested at his residence in Heping District, Taichung City, and transferred to the Changhua Detention Center for custody in the afternoon of the same day.
The Changhua Branch Office stated that in order to ensure the realization of national public law claims and demonstrate public power, the Changhua Branch Office will make good use of the coercive means endowed by the law for Chen Nan, who has accumulated tax debts for nearly 15 years and deliberately quit his job and refused to pay taxes. Pursue and forcefully implement, continue to resort to the most stringent collection procedures that restrict personal freedom on Chen Nan, and do not give up any possible chance of recovery, in order to maintain the fairness and justice of taxes.
