The Changhua branch pointed out that since 2006, Chen Nan owed a total of more than 4.18 million yuan in income tax and business tax for profit-making enterprises. During his tenure as the person in charge, he distributed all the surplus of more than 1.17 million yuan in 2006 to shareholders. However, Chen Nan withdrew more than 930,000 yuan of company deposits, and remitted more than 480,000 U.S. dollars to New Zealand and Australia to pay for the purchase of beef, but did not pay the tax owed.

The executive officer of Changhua actively searched for evidence and found that Chen Nan’s Haojia Company was suspended for more than half a year, and its company registration was abolished by the Ministry of Economic Affairs at the end of December 2010. The Changhua branch found that Chen Nan met the requirements for application for custody. In 2021, he applied to the Changhua District Court for custody. It took nearly a year and a half to file a protest and re-complaint procedure. On March 1 this year, he was finally approved by the Taichung High Branch Court. On the 25th of this month Chen Nan was arrested at his residence in Heping District, Taichung City, and transferred to the Changhua Detention Center for custody in the afternoon of the same day.
