5 Million PRT Awaiting DPR Speaker Confirms Ratification of PPRT Bill – 2024-04-20 14:49:44

MEMBER of Commission VI of the House of Representatives (DPR) of the Republic of Indonesia Luluk Nur Hamidah revealed that the ratification of the Domestic Workers Protection Bill or PPRT bill is still delayed because currently there are not too many parties who consider the PPRT bill important to be ratified immediately.

“There is no shortage of pressure on Mrs. Puan (DPR Speaker). But there needs to be a way to go about it. Like whether the endorsement must come from the chairman and cannot be represented by other leadership elements? “I think there is no longer any reason to delay the ratification of the PPRT Bill,” said Lulu on Thursday (18/4).

According to Lulu, the ratification of the PPRT Bill could be completed in the near future if there is political will from the DPR leadership to discuss this matter with the government. This is because the PPRT Bill has been designated as an initiative bill in the DPR since March 21 2023.

“We have to hurry up with this, considering that this is on the leadership’s table, especially since we only have six months left (until the end of the term of office),” said Luluk.

Furthermore, Luluk explained that currently the DPR’s attention is focused on the extraordinary political dynamics with the existence of the right to inquiry regarding alleged fraud in the 2024 elections. However, he admitted that he had conveyed to the DPR to immediately pass this bill.

“But without a similar response from other factions, this pressure will not be successful. “Friends, you can ask DPR members from other factions to join them in speaking up or lobbying to get it passed quickly,” he explained.

Luluk also asked civil society to urge the DPR to immediately pass this bill because in some cases, strong public pressure is needed so that the DPR can see the importance of a regulation.

“So we really have to work together and share roles so that we can get guarantees from each faction so that it can be discussed immediately with the government,” he said.

Separately, the Deputy Chair of the Indonesian People’s Consultative Assembly, Lestari Moerdijat, stated the need to prioritize conscience so that this country has the ability to protect domestic workers, who often become victims of violent and unfair practices. According to him, human rights can be implemented through legal regulations.

“Until now there is no definite time regarding its ratification. But I think the role of the PPRT Bill is very important, but for its ratification to become law it requires the support of a majority of factions in the DPR. “If these efforts are not achieved this year, we will continue to submit the PPRT Bill as a priority bill in Prolegnas,” he explained.

According to the woman known as Ririe, after the DPR RI passed the PPRT Bill as a DPR initiative bill on March 21 2023, the discussion process still had to go through a long process. The next stage that must be passed is the first level discussion between the DPR and the government.

“To enter the first level of discussion, the DPR has sent a letter to the President regarding the discussion of the PPRT Bill. “Then the President followed up on the DPR’s letter by issuing a presidential letter (Supres) and appointing the relevant ministries to immediately discuss the PPRT Bill with the DPR,”

Furthermore, Ririe explained that after the Government provides an answer to the PPRT Bill which has been determined to be an initiative proposal from the DPR, the DPR will determine the council’s equipment (AKD) in parliament to continue discussing the bill.

“From the Government’s side there was a commitment to speed up the process of discussing the PPRT Bill through the formation of a task force to accelerate the adoption of the PPRT Bill.

On the other hand, explained Ririe, the government has also sent a Problem Inventory List (DIM) for the PPRT Bill. However, the DPR leadership has not given approval for discussion so this bill has not been discussed again with the government, until now.

“I hope that the leadership of the DPR will consistently prioritize its support to protect all blood, every citizen and the nation, which is the mandate of our constitution,” he concluded.

Meanwhile, women’s and children’s activist and Chair of the Sarinah Institute, Eva Sundari, hopes that the leadership of the DPR RI will be concerned in completing the discussion of the Draft Law on the Protection of Domestic Workers (RUU-PPRT). Because currently, 1.8 million Indonesians are recorded as victims of modern slavery.

“The chairman of the DPR, who is from PDIP, continues to hang up the PPRT Bill by never making the Baleg proposal agenda to the plenary session. “In fact, since January 18 2023 the President has stated his commitment to the PPRT Bill, which is indeed Nawacita’s promise,” he explained.

According to Eva, the DPR as a representative of the people’s voice should be able to endorse various national legislation programs that prioritize the fate of small communities, not pro-the status quo that exists within them.

“As a law maker, of course the DPR always adheres to the mandate of Pancasila, especially the principles of social justice for all people. “This fifth principle is the core of democracy, namely prosperity which cannot be enjoyed by more than 5 million domestic workers because of the lack of professional recognition and state protection,” he said.
