AVS group director Anna Wong noted that traffic peaked around 11 PM with nearly 3,000 applicants trapped in a virtual waiting room. Frustrated owners took to social media platforms like Reddit, sharing screenshots of estimated wait times exceeding an hour with mere minutes left before midnight.
To accommodate the bottleneck, AVS extended the transition window until 3 AM on September 1, following a brief system refresh between midnight and 12:30 AM. Despite public reminders from Minister of State for National Development and Foreign Affairs Alvin Tan—who urged compliance earlier on August 31 and during a July 18 event—thousands waited until the framework’s final hours.
Surging Numbers Under the Cat Management Framework
The frantic finish line pushed total registered pet cats past the 129,000 mark.
The data reveals a massive wave of compliance during the final two months of the free registration period. AVS statistics show that roughly 15,000 cats were registered in July 2026, followed by an explosion of over 47,000 registrations throughout August 2026.
Why the Framework Matters for Singapore’s Pet Owners
First introduced to span a two-year transition starting September 1, 2024, the Cat Management Framework is designed to fundamentally improve feline welfare and public health tracking across the island. AVS emphasizes that mandatory microchipping and licensing dramatically enhance the agency’s capacity to respond to potential disease outbreaks.
Beyond outbreak management, the registry strengthens owner accountability and provides a reliable safety net to identify and reunite lost pets with their families. With the free transition period officially closed as of September 1, standard licensing fees now apply to all new applications, scaling based on the animal’s age, sterilization status, and household pet count. AVS officials continue to encourage any remaining unregistered cat owners to step forward and bring their pets into the system.
