India has inaugurated a new rapid transit system connecting the Delhi National Capital Region (NCR), marking a significant step in the country’s infrastructure development. The project, designed to alleviate congestion and improve regional connectivity, features rolling stock from French firm Alstom and is being managed by DB International Operations (DB IO), a subsidiary of Deutsche Bahn, Europe’s largest railway operator. This collaboration highlights a growing trend of international partnerships in India’s ambitious railway modernization plans.
The newly operational system aims to provide a faster and more efficient commute for residents of the NCR, a sprawling urban area encompassing Delhi and several neighboring cities in Haryana, Uttar Pradesh, and Rajasthan. The project represents a substantial investment in public transportation infrastructure, intended to support economic growth and improve the quality of life for millions. The integration of European technology and management expertise underscores India’s commitment to adopting global best practices in its infrastructure projects.
Alstom’s Role in Supplying Regional Train Cars
Alstom has secured a contract to supply 210 regional train cars for India’s first semi-high-speed rail line, along with a 15-year maintenance agreement, according to the company’s website. The company’s involvement extends beyond rolling stock, encompassing rail equipment, infrastructure, signaling, and related services. Alstom is also involved in the production of powerful locomotives, such as the WAG-12B, for Indian Railways.
Deutsche Bahn’s Management of Operations and Maintenance
DB International Operations (DB IO), founded in 2017 and headquartered in Berlin, Germany, is responsible for the operation and maintenance of the new transit system. DB International Operations is a 100% subsidiary of Deutsche Bahn, employing approximately 80 people as of 2023. DB IO secured a contract in July 2022 with the National Capital Region Transport Corporation (NCRTC) to manage the operation and maintenance of India’s first regional rapid transit system. The company also won a contract in April 2022 to plan, operate, and maintain rail passenger transport in the Toronto metropolitan region, demonstrating its expanding global footprint.
Expanding International Collaboration in Indian Railways
The involvement of both Alstom and Deutsche Bahn reflects a broader trend of international collaboration in India’s railway sector. In February 2025, Alstom signed a long-term framework agreement with Deutsche Bahn for the modernization and digitalization of the German rail network, valued at over 600 million euros. Alstom is also maintaining 300 WAG-12B electric locomotives for Indian Railways until 2031, supporting the country’s transition to green freight transport. The integration of these international players into India’s railway infrastructure projects is part of a larger government initiative to modernize the country’s transportation network and improve efficiency. The “Make in India” and “Atmanirbhar Bharat” (Self-Reliant India) initiatives aim to strengthen local sourcing and supply chains, while simultaneously attracting foreign investment and expertise.
Looking ahead, the successful implementation of this new transit system will be crucial for demonstrating the benefits of international collaboration in India’s infrastructure development. Further expansion of the network and the integration of advanced technologies will be key to addressing the growing transportation needs of the Delhi NCR and other major urban centers across India. The ongoing partnership between Indian Railways, Alstom, and Deutsche Bahn will likely serve as a model for future infrastructure projects in the region.
