A look from the Government, five months after the change in Río Negro

Missing five months for government transition in Rio Negro. Faced with this context, the provincial government is submerged in the growing dedication of Governor Arabela Carreras to her campaign as a candidate to recover the mayorship of Bariloche. Meanwhile, the president-elect Alberto Weretilneck remains distant and slows down any transition.

The current objective: the election of Bariloche

On Monday, July 10, JSRN will formalize the candidacy of Carreras in Bariloche. Two months remain for those elections. The president will not take leave, arguing that it is not required by the Provincial Constitution.

The Cabinet meeting is an eradicated practice. The last one occurred on December 21 and, on February 3, there was a general meeting with commissioners in Comallo.

In the first semester, The Executive Power submitted four bills to the Legislature and obtained the sanction of three, among them, the creation of the Chief of Staff and the addition of Pablo Zúccaro.

This change responded -essentially- to an order proposed by Carreras when the borders with Weretilneck went from visible to belligerent.

Installed the break, Lieutenant Governor Alejandro Palmieri seeks a balance but, in conflict, avoids intervention.

At that peak, the interlocution of the president of the bloc, Facundo López, mutated in essence when the dialogue between them was -definitely- closed. Its intervention is activated or deactivated according to the degree of tension.

Zúccaro, with a historical relationship with Carreras, became a active protagonist of the government.

The first ring of the governor is completed with another stalwart, Daniel Sanguinetti (Planning), who lost ground with the setback of the Expo Bariloche 2027 project and the stagnation of the Green Hydrogen plans. Those plans, while it was possible, were government pulsations.

In Economy, the governor emphasizes the work of Luis Vaisberg, who repays that trust with his full government alignment. His assessment reached the point that he requested a bench for the accountant when the parliamentary lists were debated.

The greatest defensive exercise of Carreras falls on Bettiana Minor, questioned for his work in Security. She weighs the internal offensive, but the minister’s protection persists.

In recent months, the president promoted young officials to the Cabinet, pondering his predisposition but, especially, his fidelity.

This promotion reached -essentially- Mariano Ferrari in Government and Luciana de la Fuente in Social Development. Others promoted were Diego Cannestrasci in Tourism and, recently, Ramiro Fuentes Vivanco in the General Secretariat.

There were other promotions, but the beneficiaries had their origins close to the senator. Jorge Stopiello came to Trabajo at the request of Weretilneck and Ariel Ávalos took over Culture in 2015. Carreras ranked them and they responded with their endorsements.

Four members assume more equidistant stances. Some take advantage of their technical profiles.

Carlos Banacloy entered Production in the Cipoleño government and, this year, promoted him in his candidacy for the municipality of Roca. Roxana Méndez took office in SENAF in 2017. Both were ratified by Carreras and march with lights and shadows.

Pablo Núñez had the visa of the next president to accept Education, but his promoter was the former minister Mónica Silva.

Four other members of the Cabinet maintained their continuity and their predilections with the current governor-elect.

Fabian Zgaib is the oldest minister, with nine years in Health, and a confessed friend of the senator. Carreras complains that he is not getting functional attention from him.

Carlos Valeri, from Public Works, has an old deal with the senator, with ups and downs. “I ask Alberto” is a phrase that his peers repeat sarcastically.

Andrea Confini, head of Energy, has continuity, political affinity and, in addition, is Weretilneck’s partner.

Gastón Pérez Esteban took over as Minister of Security in 2014 and, with Carreras, in September 2020, he went on to lead the State Prosecutor’s Office, proposed by the senator. The legal monitoring of the body, with its observations of files, concludes – from time to time – with conspiracy complaints from the president.

The government lost two structural plans: Expo Bariloche 2027 (Belgrade was chosen) and the Green Hydrogen investment (which is stagnant).

Financial shortfalls and state attitudes

The lack of resources, accentuated by inflation, are limiting, but the current state novelty falls on the state of pause and neglect of different areas.

The march repeats itself in supporting -forcibly- essential services and these actions focus on politics and salary negotiations with unions. They complement the continuity of social plans and, among other exceptions, the execution of some works.

Any attempt to modify, in any case, must wait. The greatest unemployment corresponds to the housing issue. With the closure of the federal plans, the IPPV did not try anything different and its action is reduced to Urban Land, which builds service networks in lots offered.

In recent days, the IPPV has drawn criticism from mayors and builders for its inaction, due to the absence of officials, including its president, Inés Pérez Raventa.

A fact: the Executive raised four bills to the Legislature in the semester. Three were approved: the creation of the Chief of Staff, benefits for firefighters and modification of the mandates of the Cooperative Advisory Council. It remains to vote for “a regulatory framework” that sets “minimum budgets for Climate Change Adaptation.”
