“A penknife in the social contract”, denounces a representative of general practitioners

The government wants to save money but the result could be the opposite, warns the president of the generalist branch of the Confederation of French Medical Unions.

“It is a stroke of the penknife in this social contract, of what our social security is”, reacts Monday, August 21 on franceinfo Luc Duquesnel, president of the general practitioner branch of the Confederation of French Medical Unions (CSMF). The government is considering an increase in the medical deductible, this remains payable by patients, so far 50 cents per box of drugs or one euro for a consultation.

For the manager, this initiative will “aggravate the problems of access to care : there are plenty of users who, today, have complementary who do not reimburse these overruns, and these are the people who are the most fragile”.

As part of the future Social Security budget, the government wants to make savings thanks to this increase, but the result could be the opposite of expectations according to Luc Duquesnel and cause “more health spending”. “There are people with chronic pathologies who have several boxes of medication to take every month, because they are diabetic, or because they have other pathologies that are not 100% covered by Health Insurance. These people will take their treatment less, there will be less compliance and therefore ultimately in the medium and long term, these are people who will aggravate their pathology and who will find themselves hospitalized.

Among the arguments put forward, the government explains in particular that it wants to fight against the overconsumption of drugs. “I think it’s marginal”, continues the president of the “generalist” branch of the CSMF. “I do not want to say that it does not exist, but from the moment when it is drugs that are reimbursed, it is on medical prescription. There, we can clearly see that the target of this measure there, it is not is not fair for these patients, it is for all French people”.

The manager also points to an increase that would occur “at the worst of times since we have a health system that is getting worse from year to year. However, very clearly, we understand that for this government, our health system is not a priority. The only priority is the budget deficit.”
