The March 11 attack caused a fire to spread through the area, suffocating people who were unable to move. A few patients and employees escaped and fled to a nearby forest, finally getting help after walking 5 kilometers.

In a war full of atrocities, the attack on the residence near the town of Stara Krasnyanka drew attention for its cruelty. And Ukrainian authorities have blamed Russian forces, accusing them of killing more than 50 vulnerable civilians in a brutal and unprovoked attack.

But a new United Nations report has concluded that the Ukrainian military bears much, if not half, of the blame for what happened in Stara Krasnyanka, some 580 kilometers (360 miles) southeast of kyiv. A few days before the attack, Ukrainian soldiers took up positions inside the building and effectively targeted it.
