Agreement in joint joint committee on the collective budget for purchasing power: the Senate allows all beneficiaries of the activity bonus to receive exceptional back-to-school assistance

The joint committee (CMP), which met on August 3, 2022 at the National Assembly, reached a agreement on the provisions still under discussion on the bill of amending finances (PLFR) pour 2022.

First, she granted on the need to allocate exceptional back-to-school assistance to ALL beneficiaries of the activity bonus, in the same way as recipients of social minima. “This agreement also helps workers who have low incomes and are hit hard by rising inflation in their daily lives.” rejoiced the general rapporteur of the Senate Finance Committee Jean-François Husson.

In order always to support employees, while offering companies flexibility in the management of working time, the joint joint committee has:

– confirmed the continuation proposed by the Senate to increase the ceiling applicable for the tax exemption of overtime hours from 5,000 to 7,500 euros:

– extended until December 31, 2025 the possibility offered to employees, with the agreement of the employer, to convert all or part of the days or half-days of RTT not taken into a salary increase;

– encouraged employers, for 2022 and 2023, to participate more, on a voluntary basis, in the payment of transport subscriptions for their employees beyond 50% of their cost, by exempting from tax and social security the fraction up to at 75%.

At first readingthe Senate had already adopted the maintenance of the tariff shield on energy and the terms of the fuel discount, as well as all the measures proposed with a view to reducing the costs of employees (reinforcement of the “transport bonus” and the “sustainable mobility” package, facilitation of recourse to taxation at real costs, etc.).

The mixed parity commission also retained the demarcation at the December 31, 2024 of the allocation of a fraction of the VAT proceeds for the financing of public broadcastingintroduced by the Senate, in order to comply with the requirements of the LOLF and to find the time needed to implement real reform in the sector.

The CMP confirmed the 40 million euros voted by the Senate for the food aid associations, subject to significant supply difficulties, particularly in view of inflation, to meet the immediate needs of the poorest.

The mixed parity committee has retained other appropriations decided within the framework of the work of the Senateespecially :

20 million euros to allow the establishment of a biometric vital card system intended to fight against social fraud ;

10 million euros to preserve and sustain exceptional lavender production sectorshelping them adapt to changing cultures;

5 million euros intended to complete the financing of the fire brigades intervening in reinforcement of the departments affected for several weeks by forest fires;

4 million euros making it possible to reinforce the increase in the “secured titles” grant intended to help with the implementation of data collection systems, in order to remedy the lengthening of the delays in obtaining passports or national identity cards.

In support of local authoritiesthe improvement measures proposed by the Senate to the system adopted by the National Assembly will allow:

the strengthening of the “safety net” provided for municipalities and their groups the most financially weakened, both in terms of its eligibility criteria and the methods for calculating the aid, which now include not only the rise in the index point for the civil service and energy costs but also food-related costs (canteens, etc.). “We must ensure that our communities have the means to maintain their level of public services provided to their populations every day” affirmed the general rapporteur of the Senate Finance Committee;

regional compensation under the revaluation of the remuneration of trainees in vocational training, in the same way as the compensation for the revaluation of the RSA for the departments.

As with state-guaranteed loans and subsidized loans, the granting of equity loans to very small and small businesses has been extended until 31 December 2022, in order to help those suffering the consequences of the crisis. energy and war in Ukraine.

Finally, the “budgeting reserves” which had been incorporated in the amending finance bill have been reducedwith the deletion of one billion euros from the envelope intended for the allocation for accidental and unforeseeable expenses.
