The summary

Pursuant to article 57 of the organic law of August 1, 2001 relating to finance laws, Arnaud Bazin and Éric Bocquet, special rapporteurs of the finance commission for the mission “Solidarity, integration and equal opportunities”, carried out a mission of budgetary control on the agreement of associations intervening in the field of this mission.

Does the strengthening of the place of associations in public action reflect a commitment or a disengagement of the State? This report attempts to provide an answer to this question, regularly giving the floor to the associations concerned.

While the financial support of the State via the mission “Solidarity, integration and equal opportunities” tends to increase, it is clear that the difficulties of associations have not disappeared: not only do the agreements fail to pull the associative structures out of their precarious condition, but they also tend to place them in a subordinate position vis-à-vis the administration.

Finding ways to rebalance relations between the State and associations involves funding them in line with their needs and giving them visibility, in the short and long term, on their funding. More broadly, the associative initiative in the design of projects must be respected, the partnership nature of project evaluation must be reinforced, and the diversity of public funding must be encouraged.

The special rapporteurs affirm that a State which is committed is a State which allows the associations, thanks to the agreements, to do their work properly. They therefore make six recommendations to this end.
